  • At last night's planning committee, permission was granted for the development of 445 new homes and associated infrastructure in Haydock and Blackbrook, marking a significant step towards meeting the borough's housing needs. The housing development, located on land south of Florida Farm, has been allocated for residential development under the St Helens Borough Local Plan and will deliver a mix of properties, including houses, apartments and bungalows, with 30 per cent of homes designated as affordable. As part of the development, which will help the council meet its housing targets as set out in the Local Plan up to 2037, a total of £3,626,770 of Section 106 developer contributions have been secured towards early years, post-16 and SEND education; healthcare provision; highways improvements; sustainable travel infrastructure; and the enhancement of sports facilities at King George V Playing Fields in Haydock. Environmental considerations have also been central to the planning process, with on-site biodiversity net gain enhancements secured and the applicant submitting a detailed flood risk assessment and associated drainage strategy for which the Lead Local Flood Authority and the Environment Agency had raised no objections to.   • A short computer animation has been released to show how the Hardshaw Centre in the heart of St Helens will be demolished once the current programme of stripping out the interior has been completed. The deconstruction of the 169,000 sq ft former shopping centre will happen in three phases between June and September, moving from the south side of the complex as it faces Church Square to the north where Bickerstaffe Street runs beside the bus station. The opening set of works will safely separate the Hardshaw Centre from neighbouring buildings. A dust suppression system will be used as the works progress, with standard height excavators employed for the demolition. The entire town centre regeneration project has a focus on sustainability. The main contractor VINCI Building UK is targeting 96% – 98% by weight and volume for the recycling and reuse of the existing materials. This will happen by using planned demolition methods to ensure that reusable materials are maintained in good condition. Much of the concrete and masonry which will be kept on site and reused. VINCI’s team has already completed site investigations at the Hardshaw Centre and is currently completing an enabling works package in preparation for the demolition. It will ultimately set the stage for work starting on the construction phases in September, which will deliver a stunning new Market Hall flanked by a mixed-use area set around a 120-bedroom Hampton By Hilton hotel, 64 stunning new homes and 11,000 sq ft modern retail space, along with high quality sustainable public spaces. St Helens Borough Council is transforming the town centre as part of the 20-year regeneration partnership with ECF, a joint venture between Homes England, Legal & General, and Muse. The first stage of this long-term vision is focused on St Helens and Earlestown town centres, restoring both to their former glory.
