    Earlier this year, Steer was delighted to be announced as one of the 10 semi-finalists for the Toyota Mobility Foundation Sustainable Cities Challenge in Varanasi. Alongside nine other companies, we are looking at how we can use data and technology to better understand crowding within the ancient city of Varanasi. Last week, Oliver Russell and I returned from five incredible days in Varanasi as part of the TMF Sustainable Cities Challenge Innovator Academy. It’s one thing to study a city from afar—it’s another to walk its streets, speak with its people, and observe how movement actually happens. During our time there, we saw firsthand the many layers of Varanasi’s mobility challenge—narrow lanes, dense foot traffic, spiritual routines, unplanned stops, informal transport, and the sheer volume of visitors. At the same time, we recognized how deeply personal movement in Varanasi is. For many, coming to Kashi is a once-in-a-lifetime journey. We listened to city officials as they spoke openly about what it takes to manage crowd flow here—not in theory, but day to day. We also spent hours in the old city at different times of day, simply observing. The takeaway: any solution we build has to respect this complexity and be integrated into wider city and event planning. It must account for unpredictability, emotion, context, and tradition—without losing sight of safety, access, and efficiency. Grateful to Toyota Mobility Foundation, WRI Ross Center for Sustainable Cities, Challenge Works (Nesta), and the Municipal Corporation of Varanasi  for anchoring this phase of the challenge in real context.     What does Rachel Reeves’s Spring Statement mean for transport, development and infrastructure?    While the Chancellor reiterated the Government’s commitment to her fiscal rules and confirmed she would not be adding to on tax changes introduced in the Autumn, she also referenced the shifting geopolitical landscape that is causing changeable headwinds for the economy.    Reeves’s Spring Statement focused largely on defence spending increases in response to the war in Ukraine and changes in the position of the new US administration, as well as on alterations to the benefits system to balance the UK’s books.   However, there were some interesting takeaways for the sectors Steer operates in, particularly infrastructure and planning reform.     🚗 Fleet electrification in the UK – what’s holding it back?   In the first event of our Ramping Up series, we were joined by Toby Poston, CEO of the BVRLA, to explore the biggest challenges in fleet electrification and what’s needed to accelerate progress.   Key takeaways from the discussion: - The used EV market needs stability – Rapid depreciation and a lack of financial incentives for second-hand buyers are slowing adoption. - Regulatory barriers are limiting electric van uptake – barriers around operator licence requirements for heavier electric vans are making fleet transitions harder than they need to be. - Charging infrastructure remains a challenge – The cost gap between home and public charging is unfair and needs to be addressed. - More targeted government support is needed – Small policy tweaks, from adjusting VAT on public charging to refining incentives, could make a big difference. 💡 The consensus?     One week to go until Steer’s panel event ‘Future of Rail Innovation and Entrepreneurialism,’ the first in our year-long series celebrating Railway 200 the bicentenary of the Stockton to Darlington railway. In the UK we are about to see a paradigm shift in rail operation to a nationalised model with all lines to be under Government control by the end of this decade.
