Advance CTE: State Leaders Connecting Learning to Work is the longest-standing national non-profit that represents State Directors and state leaders responsible for secondary, postsecondary and adult Career Technical Education (CTE) across all 50 states and U.S. territories. Advance CTE was formerly known as the National Association of State Directors of Career Technical Education Consortium (NASDCTEc).

Through the New Skills ready network, Denver, Colorado is designing and delivering better learner experiences in career pathways and #CTE. Their priorities include building and refining stackable credential pathways across high-demand industries; integrating stages of work-based learning into pathways; and improving communication about pathway opportunities to learners and families.     New CTE Legislation: Colorado Colorado H.B. 1439 introduces key incentives and programs to advance apprenticeships: 🔹 Tax Credits for Employers: Provides a refundable state income tax credit for employers who hire apprentices for at least six months within a tax year 🔹 Scale-Up Grant Program: Funds new or expanded registered apprenticeship programs 🔹 Qualified Apprenticeship Intermediary Grant Program: Supports organizations that facilitate connections between employers and apprenticeships or develop new programs These investments enhance the infrastructure and support systems for apprenticeships, helps contribute to our vision of ensuring each learner’s skills are counted, valued, and portable.     State and local youth apprenticeship (YA) leaders can award college credit for the YA pathway experience to leverage CPL in their YA programs. Working with their state- and/or institution-level postsecondary partners, state and local YA leaders can standardize policy and practice for reviewing and awarding credit for YAs through a portfolio system or an articulation policy.     Our series continues! New CTE Policy: Oregon HB 4082 A new law in Oregon directs the state department of education to enhance educational opportunities through summer and after-school programs. Key aspects include: 📚 Establishing and administering the “Summer Learning Grant” program. 🔍 Exploring how to offer learning opportunities during non-school hours. 📈 Developing initiatives to support students and bridge educational gaps. This approach has the potential to contribute to our vision of CTE Without Limits where each learner feels welcome in, is supported by, and has the means to succeed in the career preparation ecosystem.     When you think of awarding Credit for Prior Learning or CPL, do you automatically think of adult learners who are looking to upskill or reskill? What if CPL had universal benefits for younger learners, too, helping to close access and opportunity gaps for the learners able to leverage it? Benefits like:  • reducing tuition and program costs; • shortening their time to earn postsecondary credentials and degrees; and • increasing the overall likelihood of earning a postsecondary degree. State and local CTE leaders don’t need to invent new systems in order to maximize the benefits of CPL for secondary learners, instead,  they can incorporate CPL into their existing youth apprenticeship (YA) programs. Created in partnership with the Partnership to Advance Youth Apprenticeship (PAYA), Advance CTE’s new brief Leveraging Credit for Prior Learning in Youth Apprenticeship Strategies presents three actionable strategies for state and local CTE leaders to leverage CPL as part of their YA programs. Explore use case examples across six states (Colorado, Louisiana, Michigan, Ohio, Tennessee, Wisconsin) highlighting how each has supportive policies that enable YA programs to take advantage of CPL to help close access and opportunity gaps for learners in their states.
