As African leaders gather at the 74th session of the WHO Regional Committee for Africa #RC74AFRO, we as the African Medicines Agency Treaty Alliance (AMATA) proudly participated in today's discussions, delivering a crucial statement under Agenda Item 10: Framework for Strengthening Local Production of Medicines, Vaccines, and Other Health Technologies in the WHO African Region 2025–2035. We urged the African Union to expedite the operationalization of the African Medicines Agency #AMA and to swiftly appoint its Director General. This step is vital to ensuring rapid and equitable access to quality, safe, and effective medicines and health technologies across the continent. We also called on all AU Member States that have not yet ratified the #AMA to do so with urgency as a robust continental regulatory system is essential to improving public health and enhancing the quality of life for all Africans. Meet the Inaugural Board of Directors of the African Medicines Agency 🎉 The appointment of the African Medicines Agency's Board of Directors on Monday, April 22, 2024 takes the African continent closer to the realization of the #AMA. Countries represented on the Board include Benin, Egypt, the Kingdom of Lesotho and Rwanda. The Board of Directors will be chaired by Benin's Dr Yossounon CHABI, the Directeur Général de l'Agence Béninoise du Médicament et des autres produits de santé (ABRP) for the next three years. Other notable board members are Egypt's assistant Minister of Health for Public Health Projects and Initiatives Mohamed Hassani, Germina Mphoso, a Senior Pharmacist (Director Pharmaceuticals) at the Ministry of Health Lesotho and Emile Bienvenue, The Director General of Rwanda FDA. The African continent has five national medicines regulatory agencies that have attained maturity level 3 either for vaccines or medicines on the WHO benchmarking tool (GBT). This means that they have achieved a stable, well-functioning, and integrated regulatory system capable of effective oversight and quality assurance for the specific area. The GBT is a tool designed to evaluate the overarching regulatory framework and the component regulatory functions (e.g. Clinical Trial Oversight, Marketing Authorization, Vigilance, Laboratory Testing, Licensing Inspection, Marketing Surveillance and Control, Regulatory Inspection, and National Regulatory System ) through about 268 sub-indicators that may also be grouped and examined according to nine cross-cutting categories or themes, for example, quality and risk management system, Processes, Human Resources, etc. The GBT also incorporates the concept of ‘maturity level’ or ML (adapted from ISO 9004), allowing WHO and regulatory authorities to assess the overall ‘maturity’ of the regulatory system on a scale of 1 (existence of some elements of regulatory system) to 4 (operating at advanced level of performance and continuous improvement). At the recently concluded 37th African Union Summit, the Africa Centres for Disease Control and Prevention (Africa CDC) announced the creation of a pooled African medicines procurement mechanism. The decision means the creation of a robust market for manufacturers and ensures the health security of all Africans The mechanism aims to spearhead a new era of predictable demand for African manufacturers, empowering them to plan for the long-term and establish a market worth over $50 billion. As African leaders are gathering at 37th #AUSummit, we commend Member States on the progress made in the establishment of the #AfricanMedicinesAgency since the Treaty was adopted at the #AU Assembly in 2019. To date, 27 countries have ratified the treaty. We now call for the 28 remaining AU Member States to ratify the Treaty to facilitate the implementation of the continental regulatory system benefiting patients, regulators, and healthcare systems in Africa.
