The Association of Metropolitan Water Agencies (AMWA) is an organization of the largest publicly owned drinking water systems in the United States. AMWA's membership serves more than 160 million people across the United States with safe drinking water. AMWA is the nation's only policy-making organization solely for metropolitan drinking water suppliers. The association was formed in 1981 by a group of general managers of metropolitan water systems who wanted to ensure that the issues of large publicly owned water suppliers would be represented in Washington, D.C. Member representatives to AMWA are the general managers and CEOs of these large water systems. The association represents the interests of these water systems by working with Congress and federal agencies to ensure federal laws and regulations protect public health and are cost-effective. In the realm of utility management, AMWA provides programs, publications and services to help water suppliers be more effective, efficient and successful. AMWA is governed by a Board of Directors, which represents all regions of the country. Committees on utility management, regulation, legislation, sustainability and security provide the expertise to achieve water suppliers' goals, including sustainable operations, regulations based on sound science and cost-effective laws that support the safety and security of drinking water. A full-time professional staff is located in Washington, D.C.

Staff from the Association of Metropolitan Water Agencies (AMWA) had the opportunity to attend the expert panel, “Beyond the Faucet: Water Utilities as Champions of Economic Opportunity and Affordable Access,” at the 2024 Annual Legislative Conference last week. There were many highlights, from Bakari Sellers' keynote address to the expert facilitation from General Manager and CEO Kishia L. Powell of WSSC Water, an AMWA member utility. What the water sector knows and must communicate to the broader community better: Utilities are not just service providers—they are #anchor institutions, #environmental caretakers, and #economic drivers responsible for maintaining safe, clean #drinkingwater. As CEO of Louisville MSD Tony Parrott stated, the country’s underinvestment in #infrastructure has led to systemic failures. It's time to reinvest in historically neglected communities, ensuring #publicutilities intentionally support local economies. MSD is leading by example with nearly 75% of its #workforce made up of local labor. The panelists also addressed moving beyond systemic problems to providing long-term solutions and tapping into #technology to provide #equitable water services. Gary Brown, Director/CEO at AMWA Founding Member Utility Detroit Water & Sewerage Department, discussed the system’s innovative approach to #affordability. He asserted, “When people can pay their bills, they do.” Helping ratepayers by connecting them with resources and a path forward benefits communities and families by keeping the water flowing. Programs like the Low-Income Household Water Assistance Program (#LIHWAP) Establishment Act are essential in making water #affordable for all.
