🌍 Cool Up at OEWG46: Strengthening the Montreal Protocol Implementation 🌱✨ Cool Up participated in two side events at the 46th meeting of the Open-ended Working Group of the Parties to the Montreal Protocol in Montreal, Canada. The conference centered on enhancing the implementation and effectiveness of the Montreal Protocol, which aims to phase out ozone-depleting substances (ODS) and protect our ozone layer. Key discussions revolved around progress reviews, emerging challenges, and proposals for improved compliance and enforcement measures. The Workshop on Strengthening the Implementation of the Montreal Protocol, held in conjunction with the OEWG conference, focused on strategies to bolster enforcement of regulations, provide technical and financial support to developing countries, and integrate new scientific findings. 🌟 Event Highlights: 1. Substantiating Policy Making Through National Equipment Registers • Hosts: Cool Up's Barbara Gschrey (Öko-Recherche), Gokcen Asan (UNDP Türkiye) and Sinisa Prodanovic (Öko-Recherche) • Focus: Implementation of national equipment registers for better policy making, insights into common servicing practices, and leakage rates. Participants learned about fine-tuned emissions models for National Cooling Action Plans (NCAPs) and national GHG inventories. 2. Exploring Sustainable Lending and Financing Models for a Cooler Future • Hosts: Cool Up's Dr. Andreas Hermelink (Guidehouse) and Etienne Gonin (UNDP) • Focus: Lending and financing models to support sustainable cooling technologies. Key insights included Cool Up’s market assessments, financing facilities, technology supplier strategies, and training for the local banking sector. The side events underscored the importance of collaboration, capacity-building, and innovative approaches to ensure the Montreal Protocol’s continued success in safeguarding our global environment. 💡 Did you know that heat pumps can be used not only for heating but also for cooling spaces, making them a versatile and energy-efficient solution for climate control? Cool Up’ country partner in Türkiye, UNDP Türkiye, organized a policy training on heat pumps in Türkiye on 3 May 2024. The event aimed to raise awareness about heat pumps as part of #SustainableCooling solutions, with over 70 representatives from Türkiye’s Ministry of Environment, the Ministry of Industry, and the Ministry of Energy, along with related public institutions, participating in the training. 🚨 Cool Up experts Markus Offermann and Mustafa Abunofal from Guidehouse ES&I hosted the training on the growing demand for heat pump applications, emphasizing their environmental and economic benefits. The Cool Up team also discussed Türkiye's role in transition to sustainable cooling and the importance of natural-based alternatives in climate action. Jordan’s Ministry of Environment recently published its National Cooling Strategy (NCS), developed in close collaboration with the Cool Up programme. To discuss the subsequent efforts to develop Jordan's first #NationalCoolingActionPlan, Cool Up hosted a meeting with participation of Tariq Obeidat, Focal Point of the National Ozone Unit, Jordan. Mr. Obeidat emphasized that “The NCS was the first milestone setting the framework for the National Cooling Action Plan (NCAP) which is currently under development with support of Cool Up. Mr. Orhan Solak, Deputy Director of the Directorate of Climate Change, Türkiye, has joined a workshop of the Cool Up consortium to reflect on Cool Up’s ongoing support of policy frameworks, capacity building efforts, and the facilitation of stakeholder dialogue towards a sustainable cooling sector in Türkiye. Mr. Orhan Solak underscored the necessity of fostering synergies not only between the private sector and public institutions but also with financial institutions. He stated, “Developing and enforcing regulations and standards for sustainable cooling practices, including energy efficiency requirements for buildings and appliances, is crucial. This is what we are implementing through policy frameworks like the National Cooling Action Plan.”   The workshop on the occasion of this year’s Subsidiary Body conference Bonn Climate Change Conference provided the opportunity to exchange on next steps in the development of the #NationalCoolingActionPlan (NCAP) in Türkiye. The foundation for this discussion was laid on 7 June 2023 by the leadership of the Turkish Climate Change Directorate announcing the launch of the first National Cooling Action Plan (NCAP) in Türkiye at a thematic group meeting of the Cool Up programme attended by key national stakeholders from policy, industry, and academia in Ankara.   The NCAP is an important step towards sustainable cooling and a contribution to climate neutrality for Türkiye. The Cool Up consortium hosted a workshop with the participation of Dr. Ezzat Lewis Agaiby, Head of the National Ozone Unit, Egyptian Environmental Affairs Agency, and Eng. Ahmed Elkorashy, MBA (PM), National Consultant, NOU Egypt and UNIDO. The workshop provided a platform to reconnect, reflect on the first 3.5 years of the project, and discuss milestones planned for the second half of the Cool Up programme.   Dr. Ezzat Lewis emphasized the importance of policy frameworks like the National Cooling Action Plan (NCAP) to pave the way for a sustainable cooling transition in Egypt, noting that “The development of the NCAP requires a multi-level engagement and close coordination among policy, finance and industry sectors which Cool Up actively supports in close collaboration with the Egyptian Environmental Affairs Agency.
