40 Years, 40 Voices: Stories from EBHO’s Four Decades of Housing Justice Advocacy One of EBHO’s defining programs is our Resident Community Organizing Program (RCOP), which seeks to empower affordable housing residents to advocate alongside our non-resident members and allies, and to engage them in EBHO’s campaigns and organizing work. Many of our RCOP members are graduates of our Leadership Academy, a free community program to help residents and staff learn about housing policy and hone their advocacy skills. Interested in joining Leadership Academy? Applications for the 2025 session will open in November, so keep an eye out and join our network of 100+ graduates. This video highlights some of our RCOP members and the work they do to advocate and educate for affordable housing on the state and local levels. East Bay Housing Organizations (EBHO) is the leading affordable housing advocacy coalition serving Alameda and Contra Costa counties. Founded in 1984, EBHO is a membership nonprofit organization dedicated to working with communities in Alameda and Contra Costa counties to preserve, protect and expand affordable housing opportunities through education, advocacy, and coalition building. With a membership of nearly 400 organizations and community leaders, this dynamic organization brings together nonprofit affordable housing developers, architects, planners, contractors, homeless and housing advocates, service providers, fair housing agencies, tenant advocates, community and interfaith organizations and activists, clergy and congregations, labor unions, environmental organizations, lending institutions, intermediaries and policy organizations, and city and county agencies and staff to advocate for affordable housing development and equitable housing policies at the local, regional and state levels.

Tenant Opportunity to Purchase Act (TOPA) is a multi-faceted tool that aims to empower tenants, prevent tenant displacement, preserve affordable housing, and increase homeownership opportunities for renters. TOPA policies are being proposed nationwide, including right here in the East Bay. Hear from EBHO’s Chief Program Officer, Sophia DeWitt, and guests Jasmine Sozi from East Bay Community Law Center and Amanda Fukutome-Lopez from the San Francisco Mayor’s Office of Housing. They will discuss how TOPA, as well as another tool, COPA (Community Opportunity to Purchase Act), works, who opposes these tools, and the latest news coming out of Berkeley, where the City Council has moved towards considering COPA. The Metropolitan Transportation Commission and Association of Bay Area Governmets have released a $60 million Call for Projects to implement our interrelated housing, transportation, and climate goals. Funding is available to local governments and other public agencies for planning, policy development, and capital investment. For the housers in my network, be sure to check out the brand new housing policy grant program! We’re also using this Call for Projects as an experiment to improve the efficiency of government administration. It combines 8 regional programs into a single application process that would have otherwise been released at different times with different priorities. Simply accessing gov resources should not be as daunting as tackling our region’s housing and climate challenges. We’re hoping this Call for Projects is a step in the right direction. I’m looking forward to feedback about what we got right and what we can continue to do better next time. From the organization’s first employee, founding members, resident leaders, staff, Board, partners, and supporters old and new, there are so many people who have contributed to the powerful legacy we share. We hope these stories inspire you as we look to the future of the housing justice movement in the East Bay and beyond.
