🌍 **Exciting News!** 🌍 In a landmark moment at the United Nations Summit of the Future, the Iswe Foundation and partners launched the first iteration of the Citizens’ Assembly for People and Planet in September 2024. This marks a bold step towards empowering communities and amplifying the voices of citizens to drive change independently of traditional multilateral negotiations, with the backing from non-state actors, including civil society, faith groups, and local governments. 🌍 This week, with the support of the Government of Brazil, Iswe Foundation and partners launched a Global Citizens’ Assembly for People and Planet to amplify the voice of humanity at #COP30 and beyond. On this occasion, our CEO Laurence Tubiana and Ana Toni, Climate Minister, Brazil make the case for a global, permanent climate assembly in Project Syndicate. Most people care deeply about addressing the climate crisis: in a survey conducted across 18 G20 countries, 71% of respondents agreed that major action is needed immediately. But trust in government action is lacking, with only 39% believing that their own government will act effectively. One way to address this gap is to allow #CitizensParticipation in the elaboration and implementation of climate policies and measures designed by governments. Instead of having climate policies imposed by technocrats from above, governments should embrace approaches that combine “top-down” with “bottom-up” methods, with the latter bringing together ordinary people who are tasked with shaping a shared vision of the future. In September, the United Nations convenes a long awaited “Summit of the Future” in New York. While governments are busy putting final touches on an official outcome document - the Pact for the Future -, a platform of civil society groups released its own People’s Pact for the Future, the result of nearly two years of consultations convened by the Coalition for the UN We Need (C4UNWN). Over 35 pages, the People’s Pact outlines numerous proposals in the areas covered by the UN summit. Democracy Without Borders, which was involved in the consultations, strongly welcomes the document’s “bold approach” and “forward-thinking proposals”. In particular, we welcome the support of a UN Parliamentary Assembly, a World Citizens' Initiative, a Civil Society Envoy and Global Citizens' Assemblies as mechanisms to bring about meaningful participation and deliberation at the UN that goes beyond interaction between governments. The urgent need for inclusive ways to address global challenges has made new or reinvigorated governance institutions vital. This was highlighted during an hybrid conference organized by the Iswe Foundation and the University of Oxford’s Department of Politics and International Relations, which explored the potential of a permanent global citizens’ assembly and next steps for establishing one. The conference brought together over 150 representatives from a wide variety of organizations and included discussions on how a permanent global citizens’ assembly could help to tackle interconnected challenges, such as climate change, health and AI. Attendees also discussed the value of launching a global citizens’ assembly for COP30 that could lay the foundations for a permanent global citizens’ assembly. A strong emphasis was made on co-creating this assembly with social movements and indigenous peoples. During the final session, Erica Hope (Director, Climate Governance Programme, European Climate Foundation) emphasized the need to address the allocation of power in society and the need for long-term approaches to tackling key environmental and social issues. She also pointed out that a permanent global citizens’ assembly could counteract UN process capture in the short term. Maiara Folly (Executive Director, Plataforma CIPÓ) highlighted the Government of Brazil’s genuine receptivity to social participation as a foundation of policymaking, making COP30 a particularly promising moment to embed the voices of humankind into global decision-making. A permanent global citizens’ assembly holds promise for solidarity, inclusion and collective intelligence at scale. While many challenges remain, it opens new doors for collaborative change. A new survey by Ipsos for Earth4All and Global Commons Alliance shows that 62% of people across the G20 believe that the global political system needs to be completely reformed or needs major changes. At the recent UN Civil Society Conference conference, Aishwarya Machani and David Levaï from the Iswe Foundation, were proud to present a groundbreaking proposal for a permanent Global Citizens' Assembly. This initiative, among others aimed at enhancing global governance and strengthening civic engagement, was a highlight of the event. Proposals for inclusive global governance were discussed in two sessions at the UN Civil Society Conference in Nairobi and then presented to the conference plenary. The event, held at UN Headquarters in Nairobi on 9-10 May, brought together over 2,000 representatives from more than 1,500 groups to discuss civil society perspectives ahead of the UN Summit of the Future in September. The conference included nearly forty self-organised civil society workshops and twenty sessions dedicated to forming “ImPACT Coalitions” to advance key reform initiatives. It is regrettable that none of these reform proposals, which Germany in the UN's Ambassador Antje Leendertse, one of the co-facilitators of the Pact for the Future, described as moving towards "creating a global democratic space," will advance this year. This setback is due to explicit opposition from several member states to further civil society involvement, which hinders progress in consensus-based negotiations. Why gather civil society when negotiations are almost over: to collect their views or tame their expectations? Who says that multilateralism is not broken?
