Housing Forward: Solving Homelessness Together

About us

Housing Forward is committed to a single purpose— ending homelessness in our community. As a community we have the resources and abilities to solve homelessness and get our most vulnerable neighbors into homes of their own. We know how to solve homelessness. Housing Forward has the expertise, partnerships, and resources to lead a system-wide, data-driven strategy to solve homelessness in our community. We work alongside the All Neighbors Coalition, a collaborative made up of more than 100 partners across Collin and Dallas Counties that provides resources and support directly to individuals, Veterans, youth, and families experiencing homelessness. We believe in the power of our community. Together, we can solve homelessness and create a community where every person has a safe and stable place to call home.

    Two months ago, Dallas Mayor Eric L. Johnson announced that Dallas and Collin counties have effectively ended Veteran homelessness! "This truly is an incredible accomplishment, and I am sincerely grateful to all our partners who made it possible," said Johnson. This declaration means that Dallas and Collin counties can help any military Veteran quickly overcome homelessness. We are one of only 20% of communities that have received this official declaration from the federal government. While this is great news, we still have a lot more work to do. Our community must both maintain progress on Veterans and apply this approach to other populations. This requires staying the course and increasing investment in strategies that work to effectively end a person's homelessness.     Our partners at nonprofits Downtown Dallas, Inc., and Family Gateway are among the leaders in a strategy to address homelessness known as “diversion,” helping to rehouse people quickly and safely. DDI’s Homeward Bound initiative provides bus transportation for hundreds of people annually to reconnect with family or friends in other cities and towns. Family Gateway diverted 1,211 families from emergency shelter last year at a fraction of the cost of an average shelter stay per family.     Dallas and Collin counties were well-represented at the 2024 National Conference on Ending Homelessness! Housing Forward and Under1Roof presented in three different workshops. Rae Clay, Chief Program Officer at Housing Forward, spoke at the "From Living Outdoors to Leasing Up: Leveraging Resources and Partnerships to Move People from Encampments to Housing" session. She highlighted our community's "Street to Home" approach and efforts to build local political and public will to scale housing-focused solutions to end unsheltered homelessness. Detra Dixon, Housing Navigation Manager at Under 1 Roof, spoke at the "Housing Abundance: Navigation Strategies that Work" session. She discussed successfully implementing housing navigation strategies and how our community leverages partnerships and innovative approaches to navigate the rental market. Kimisha Sanchez, Senior Director of Program Services at Under 1 Roof, presented at the "Making Rapid Re-Housing Work in Today's Housing Market" session. She shared insights on successfully implementing Rapid Re-Housing programs by utilizing innovative program structures, staffing models, and housing strategies in changing housing markets.     On the front-page 🗞️ Diversion is one tool in our homeless response toolkit. Diversion specialists work closely with newly unhoused neighbors to immediately access safe alternative housing options. The Dallas Morning News wrote, "Sarah Kahn, President and CEO of Housing Forward, said the 12% drop in homelessness year-over-year can partly be attributed to proven diversion programs. These initiatives keep people off the streets by helping them find alternative housing quickly, Kahn said. Between April 2023 and May 2024, 3,173 individuals and 1,781 households were successfully diverted from homelessness in Dallas and Collin counties, according to Housing Forward data.     During these hot summer days, we are mindful of our unhoused neighbors, specifically our neighbors who are unsheltered. This intense heat poses a serious threat and increases the risk of heat stroke and dehydration. Several cooling stations are open throughout Dallas and Collin counties to provide relief. - The Salvation Army, The City of Dallas’ and the City of Plano’s libraries and recreation centers are open to the public during normal business hours. - Austin Street Center's lobby is open from 8am – 6pm every day. - OurCalling is open from 8:30am – 8pm when the heat index is 105 degrees.     This morning, the Supreme Court issued a ruling on the case of City of Grants Pass, Oregon v. Johnson, allowing cities to ban people from sleeping and camping in public spaces. The decision overturns lower court rulings outside of Texas that deemed it cruel and unusual to punish people for sleeping outside if they had no other alternative. Sarah Kahn, President and CEO of Housing Forward, the lead agency of the All Neighbors Coalition, said, “Today’s ruling does nothing to support our community to resolve homelessness. We will remain laser focused on strategies that provide meaningful solutions – those that end homelessness for our neighbors and address public health crises on our streets. Since 2021, our proven rehousing strategies have housed more than 10,100 people and led to a 24% reduction in unsheltered homelessness since 2021. We will continue to work every day to ensure no one has to sleep outside in our community.” #Endhomelessness #GrantsPass #SCOTUS

    More than half of LGBTQ+ individuals have experienced domestic, family or intimate partner abuse in their lifetime. The Family Place, an All Neighbors Coalition member, empowers survivors of domestic violence by providing safe housing and resources.     Pride Month continues! Elevate North Texas, an All Neighbors Coalition member, provides a safe, affirming environment with access to immediate shelter and reunification with family, when possible, for youth in crisis. 👏 LGBTQ+ youth are already a vulnerable population and at higher risk of homelessness than their non-LGBTQ peers. Elevate North Texas wants every youth that comes through their doors to know that they are loved and accepted just as they are.     Dallas and Collin counties have effectively ended Veteran homelessness, which means our system has the capacity to move Veterans back into permanent housing within less than 90 days. How did our community met this milestone? 🤝 Increased collaboration and coordination between the VA and the homeless response system. 💵 Aligning public and private investments to expand the rehousing system. 🎯 Transformed our system with a laser focus on strategies that prioritize getting individuals, including all Veterans, into housing and connected to wraparound support.
