This week, at Women of Innovation, we feature a transformative force in the healthcare marketplace. She is spearheading the revolution to give consumers a voice in their medical treatments. Kristen Valdes began her career as Senior Director of Reporting & Analytics at XLHealth. She was responsible for developing advanced predictive models to isolate gaps in care and intervention opportunities for seniors with chronic conditions. Her role quickly transformed into building back-office operations and technology as the Vice President of Operations and Technology. In August 2013, Kristen became the VP of Government Claims and XLHealth, responsible for maintaining and growing the business plan's profitability. Inspired by her child’s fight with autoimmune disorder, she founded b.well Connected Health and serves as its CEO, giving healthcare consumers access to relevant treatment and support. The push for true interoperability by enabling patient access to their own health data reached a pivotal moment yesterday with Micky Tripathi's blog post from HHS ASTP. We fully agree with Micky's key insight: "It is behavior, rather than technology, that is far and away the biggest impediment to progress" when it comes to fulfilling this mandate of the Cures Act. Thank you to the ASTP team for signaling a shift in enforcement priorities to address the practices that—through countless small obstacles—prevent patients and their caregivers from having full access to their health data. At b.well Connected Health, we fully support the Cures Act’s interoperability mandates, which emphasize the rights of patients and caregivers to access and share their own data. We also believe in trusting patients to make informed decisions. Patients are smart and capable of choosing app developers that adhere to best practices for consumer privacy standards, such as those who voluntarily comply with the CARIN Alliance Code of Conduct. These trusted third-party developers are just as vital as other key players in building the pro-competitive, patient-centered, API-based connected health ecosystem envisioned by the Cures Act. We encourage the ASTP team, EHR vendors, and their customers to bookmark b.well’s HTI-2 comment letter as a go-to resource for identifying common behaviors and practices that must be changed. These changes are crucial to eliminating the "special effort" that indicates noncompliance with the API Conditions and Maintenance of Certification and the Information Blocking Rule. Today marks an important milestone as we submit our comments on the HTI-2 proposed rule. While progress has been made toward enabling access to health records, we recognize that significant challenges remain. At b.well Connected Health, we have consistently advocated for patient access to their health data, and while it’s promising that many records are now accessible, the journey is far from frictionless. We believe it is crucial to enhance accountability among Certified API Developers to ensure that the mandates of the Cures Act are fulfilled. Our comments emphasize practical steps to reduce barriers and empower patients, including: -Announcing policy guidance to address practices that create undue burdens for app developers. -Holding Certified API Developers accountable for compliance and transparency. -Accelerating the adoption timelines for key specifications to 2026. -Implementing desk audits to evaluate compliance with API conditions. Our mission is clear: every consumer in the U.S. should have free and seamless access to their complete health records through any application of their choosing. We’re committed to working collaboratively with the Office of the National Coordinator (ONC) and Micky Tripathi to make this vision a reality.
