As high temperature records are set and broken again, cities are looking into establishing renters’ rights to cooling equipment. The major challenge rental cooling standards proponents need to overcome is the public perception that air conditioning is a luxury, not a necessity, said Ashley Ward, director of Duke University’s Heat Policy Innovation Hub. “What we’re learning is we have to develop policies specific to the issue of heat,” Ward told Smart Cities Dive. In addition to rental cooling standards, heat-specific policy must include worker protections and universal cooling for schools and prisons, she added.

Proposed legislation in the US Senate seeking to speed federal permitting processes for energy projects and strengthen the electric grid is likely positive on balance, said Jackson Ewing, PhD, director of energy and climate policy at the Nicholas Institute. “If the permitting reform proposal is able to galvanize more long-distance transmission, find ways to reward communities where transmission is occurring, … and meet growing electricity demand … it would be a real boon to our emissions trajectory,” he told The Hill. https://lnkd.in/e_kVRvaP
