State departments of transportation are beginning to manage greenhouse gas emissions and climate change effects. A new guide, titled "Greenhouse Gas Emissions and Climate Change in Environmental Reviews" synthesizes best practices from across the country. Created by the Cooperative Highway Research Program, Federal Highway Administration, and US Dept Of Energy, the guide helps state departments of transportation to understand requirements, practices, and tools.
