    The U.S. Presidential Election will take place on November 5, likely amid heightened protests nationwide, driven by divisive issues including LGBTQIA+ and reproductive rights, gun control, immigration, alleged electoral fraud, and international flashpoints such as the Gaza-Israel conflict. Key dates, like Election Day and the inauguration, are highly likely to serve as flashpoints for unrest, with spontaneous protests that could escalate into rioting, exacerbated by foreign adversaries attempting to sow division. Businesses with operations in the U.S. will likely see impacts throughout the election period, especially in cities like Chicago, Los Angeles and NYC. Key developments impacting global risk: A bomb threat at the Republican Party’s HQ raises concerns of further U.S. political violence as the election nears. Japan’s government loses its majority, sparking economic uncertainty. In Sudan, over 100 civilians were killed in a militia attack, intensifying the humanitarian crisis, while in Bosnia, a police station attack leaves authorities investigating extremist motives. Meanwhile, Slovenia’s nuclear power plans face uncertainty after lawmakers canceled a referendum under environmentalist pressure.
  • On October 26, Israel launched its anticipated retaliation against Iran, using “precise strikes” on military targets as part of its operation Days of Repentance. Three waves of air attacks targeted around 20 military sites associated with Iran's missile systems, drone facilities and weapons production. This response was highly likely aimed at restoring deterrence by redrawing redlines with justifiable, proportionate actions to manage the risk of escalation. Iran’s state media initially downplayed the strikes to sustain domestic morale, despite unconfirmed reports that Israel notified Iran in advance, cautioning against retaliation. Meanwhile, the U.S. has expressed support by bolstering its military presence in the region with advanced air defenses and fighter jets. Israel reportedly informed U.S. officials of its plans before the attack, demonstrating ongoing alignment between the two nations despite recent leaks of Israel’s plans by U.S. sources.     On October 15, Spanish authorities intercepted approximately 13 tons of banned chemicals, including potential chemical weapons precursors, bound for Russia. The shipment was in violation of sanctions imposed by Western nations in response to Russia's 2022 invasion of Ukraine. Four suspected members of an organized crime group (OCG) were arrested for allegedly circumventing these sanctions, using fake businesses in countries like Armenia and Kyrgyzstan to hide the true buyer's identity. Authorities suspect that this network has previously smuggled prohibited chemicals to Russia. Our 𝗚𝗹𝗼𝗯𝗮𝗹 𝗗𝗮𝗶𝗹𝘆 𝗜𝗻𝘁𝗲𝗹𝗹𝗶𝗴𝗲𝗻𝗰𝗲 𝗥𝗲𝗽𝗼𝗿𝘁 from October 16, 2024, part of our Risk Intelligence Services, highlights this incident as a reminder that Russia continues to employ complex tactics, techniques and procedures to bypass Western sanctions. It also underscores the willingness of international OCGs to collaborate with Russia for financial gain, despite ongoing crackdowns. This high-profile case is likely to prompt Western nations and others supporting sanctions against Russia to intensify scrutiny on business transactions involving chemicals and other restricted materials, particularly those destined for countries near Russia, such as Armenia and Kyrgyzstan. It remains possible that investigations into this network will reveal further instances of sanctions dodging in Spanish ports, potentially leading to additional arrests in the short term.
