ThinkWell Uganda recently hosted a learning symposium to share insights from the Strategic Purchasing for Primary Health Care(SP4PHC) project implemented over the past 5 years. The project aimed to enhance coherence in the purchase of PHC services through evidence generation, technical support, and policy dialogue. Collaborating with key stakeholders like the MOH, Kampala Capital City Authority (KCCA), Makerere University and Ndejje University, the project supported the MOH to institutionalize RBF in government purchasing mechanisms, developed a prototype for KCCA to purchase services from private providers, and supported development of the implementation framework for the proposed National Health Insurance Scheme. “Now, we have proper administration and a structured workflow and prioritize service quality. Patients are happy because they feel truly taken care of,” said Susanti, the owner of a health clinic in Serang, Indonesia. Last week, our Procurement Expert Maurine Shivachi MCIPS,MBA was on the ground in Isiolo County, supporting the development of the Health Sector Strategic and Investment Plan (HSSIP) and the Annual Work Plan (AWP) 2024-2028. During the workshop, participants; - Successfully conducted a Situational Analysis and SWOT Analysis. - Proposed strategic issues, objectives, and strategies for the health sector. - Prepared an implementation plan for the strategic plan. - Developed a draft HSSIP, which is now awaiting review and approval. This crucial work was supported by UNICEF, NAWIRI, and ThinkWell. I'm happy to contribute ThinkWell's work in SP4PHC and learn from this important dialogue especially in the interest of building stronger health financing and PFM systems for primary health care facilities.

Today we held a meeting in collaboration with ThinkWell on Health Financing (HF) Technical Working Group (TWG). The meeting undertook the following activities; - TWG formation and development of clear terms of reference for Kenya Quality Ecosystem (KQE), HF, and TWG that will spearhead budgeting and expenditure for Maternal Neonatal Child Health (MNCH) and facility financing. - Development of a work plan for KQE HF TWG that will spearhead budgeting and expenditure for MNCH and facility financing. - Developing financial indicators tool for tracking expenditure for KQE facilities.
