This recently published report, by EU Platform on Sustainable Finance, on simplifying the EU Taxonomy offers several crucial insights that are highly relevant to the development of #PositiveEnergyDistricts (#PEDs) and projects like TIPS4PED. For our work led by FACTUAL, which focuses on financial models to foster replication of PEDs, these recommendations are particularly relevant! 🔎 Let’s see why: ✍ 𝗦𝗶𝗺𝗽𝗹𝗶𝗳𝗶𝗲𝗱 𝗥𝗲𝗽𝗼𝗿𝘁𝗶𝗻𝗴: The proposed materiality threshold for corporate reporting could significantly reduce the burden on PED-related projects and companies. This would allow them to focus more on implementation rather than complex reporting, especially when their Taxonomy-eligible activities are limited. For TIPS4PED, this means more resources can be directed towards actual PED development and innovation. 🔬 𝗘𝗻𝗵𝗮𝗻𝗰𝗲𝗱 𝗢𝗽𝗘𝘅 𝗥𝗲𝗹𝗲𝘃𝗮𝗻𝗰𝗲: The recommendation to focus mandatory OpEx reporting on R&D expenses is particularly beneficial for PED initiatives. This change could highlight investments in innovative energy solutions crucial for urban environments, aligning well with TIPS4PED's goals of developing scalable and easily reproducible technologies for PEDs. 📈 𝗜𝗺𝗽𝗿𝗼𝘃𝗲𝗱 𝗖𝗮𝗽𝗘𝘅 𝗖𝗹𝗮𝗿𝗶𝘁𝘆: Clearer guidance on what qualifies as Type C CapEx could help PED projects better report on investments in low-carbon technologies and energy efficiency measures. This clarity is essential for attracting investment and demonstrating progress in PED development, a key objective of TIPS4PED. 🏪 𝗦𝗠𝗘 𝗖𝗼𝗻𝘀𝗶𝗱𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀: The proposed simplified approaches for SMEs could facilitate greater participation of local businesses in PED development. This aligns with TIPS4PED's aim to accelerate the adoption of sustainable technologies in urban districts and engage a wider range of stakeholders. 🏦 𝗨𝘀𝗲 𝗼𝗳 𝗘𝘀𝘁𝗶𝗺𝗮𝘁𝗲𝘀: Allowing the use of estimates and proxies for non-EU and non-CSRD exposures could help financial institutions better assess and support PED projects, especially in cities outside the EU or involving smaller entities. 🚀 News: Platform's report on the simplification and usability of the EU Taxonomy is published today! Today, the EU Platform on Sustainable Finance publishes its comprehensive report on the simplification of the EU Taxonomy to foster sustainable finance. Link to the report: https://lnkd.in/eyXMUbsP The report proposes 5 main simplification measures: 👉 Refining of the "Do No Significant Harm" (DNSH) assessment and reporting obligations by distinguishing between users (non-financial vs. financial entities), uses (turnover vs. capital expenditure), and geographies (EU vs. non-EU exposures). 👉 Introducing a materiality principle applicable to all entities, materiality thresholds for all non-financial company KPIs, and a simplified DNSH assessment for the turnover KPI. Additionally, clarifying the OpEx KPI calculation while limiting its mandatory scope to R&D. 👉 Defining clear guidelines for the use of estimates within the EU Taxonomy framework and establishing safe harbours for financial sector reporting. 👉 Allowing proxies and estimates across all assets in the context of the Green Asset Ratio (GAR) and Green Investment Ratio (GIR), while introducing a simplified retail assessment and a reduced denominator for asset classes strictly measurable against the EU Taxonomy. 👉 Developing simplified and voluntary approaches for SMEs, as well as for banks and investors, to integrate the EU Taxonomy into their disclosures. The report identifies key areas for improvement, including: 👉 simplification, 👉 data access, and 👉 regulatory coherence. ❗ The recommendations were drafted as part of the Platform's mandate and its work over two years, which involved a comprehensive review of market practices, pilot projects, and stakeholder feedback from investors, banks, insurers, corporates, SMEs, auditors, and consultants. 🌍 TIPS4PED: Empowering Local Communities for Positive Energy Districts (PEDs) 🌍 At TIPS4PED, cities, districts, buildings, and user needs are placed at the heart of the mission, recognising the unique challenges and opportunities each local context presents. To ensure alignment with local stakeholders, they recently established local Focus Groups in Turin, Cork, Kozani, and Budapest’s Kőbánya district. These groups hosted workshops to identify key stakeholders and their priorities, needs, and capabilities in achieving PEDs. The workshops brought together a diverse range of stakeholders from various sectors to address shared challenges and opportunities. Participants provided valuable insights into their communities’ expectations, such as the functionalities most desired for the Integrated Assessment Platform (IAP), a digital tool co-designed to simulate and evaluate PED interventions. These initial workshops confirmed the local needs and challenges, setting the stage for the next steps in the TIPS4PED project. They also revealed underrepresented stakeholders, such as philanthropic organisations, banks, real estate investors, data analysts, and mobility providers, whose involvement will be crucial.
