See our comments to the AB525 Draft Strategic Plan. Its very important that AB525 process derive to a firm plan and pathway, setting objectives, milestones and identify its measures clearly for how California reach its goals. As California will be competing with other markets globally for investments, supply chain and engagements generally, business can easily go elsewhere in favor of other more attractive markets.

Like other offshore wind industry firms, we at CADEMO have spent hours poring through the AB 525 Draft Strategic Plan ever since it was released earlier this month. The report’s 426 pages in three volumes amount to a useful start for the California offshore wind sector. Staff of the California Energy Commission and other state agencies labored hard to produce the report, and they deserve kudos for stepping up to the plate of a massive undertaking. The CEC’s task was a daunting one: to provide a road map to achieve the state’s planning goals of 2 to 5 GW of offshore wind installed by 2030 and 25 GW by 2045. The plan clearly sketches out new potential federal lease areas, and describes general principles for stakeholder relations. More details are needed, and we are looking forward to contributing. We are already directly at work to install the first 60 MW in state waters by 2028. The report takes particular note of CADEMO's role in workforce training and economic impacts. But there are other areas that should be analyzed too. CADEMO's environmental surveys, being carried out under a joint state-federal review, include two dozen baseline studies for birds, marine mammals, sea turtles, fish, and others. These will provide valuable information directly relevant to the Morro Bay federal lease areas, because most species present in each area are present in the other and thus the environmental impacts, monitoring and mitigation strategies will be similar. Similarly, CADEMO provides proof-tested "lessons learned" on relations with labor unions, tribes, and the U.S. military. CADEMO signed the first Project Labor Agreement in the West Coast offshore wind industry; it signed the national offshore wind sector's first tribal Community Benefits Agreement, with the Santa Ynez Chumash tribe; and it signed a Mitigation Agreement with the U.S. Department of Defense to enable CADEMO’s turbines to operate in close vicinity to Vandenberg Space Force Base. CADEMO strives to share these lessons learned, and encourages the analysis of these agreements and processes by state and federal agencies as well as the offshore wind industry itself. One of our key findings is that the integration of offshore energy systems requires coordinated efforts and cross-sector collaboration in research and development. Don't let current price hikes make you think the offshore wind sector is done for. I recently read How Big Things Get Done, which highlights that renewable energy projects have the lowest risk of going over budget and being delayed in delivery. This is because of detailed planning and design, and the fact that renewable energy projects are modular. As Brian Bell explains in The Engineer UK, sticking to this tried and tested approach (and improving it with technology) is even more important now than ever. It is true that costs have surged by 40%, delaying projects and stalling $30B in investments. But as Flyvbjerg and Gardner prove, skimping on environmental assessments, detailed design, and O&M planning will lead to longer delays rather than shorter delivery pipelines. And those delays would be in the construction phase where costs are ten times higher than in planning and design phases. The bottom line is that we need enormous amounts of offshore wind and other renewable energy sources to transition to a sustainable economy. These will be planned, designed, built, and operated over decades, not a year or two. Keeping a long term view of the ultimate goal is essential to success. #RenewableEnergy #OffshoreWind #Fugro
