Catalyst Environmental Solutions supported the California Energy Commission in publishing the draft of the AB 525 Strategic Plan, which will establish the vision and path forward for developing California’s offshore wind resources. This strategic plan identifies suitable sea space, economic and workforce development, port infrastructure needs, transmission planning, permitting processes, and potential impacts of offshore wind development. It acknowledges the potential economic benefits and job opportunities that offshore wind can bring, while also recognizing the importance of mitigating potential impacts on coastal resources, fisheries, Native American tribes, and underserved communities. Catalyst has made significant contributions to the Strategic Plan by conducting a comprehensive analysis of workforce development, estimating the number of jobs needed in the supply chain, construction, and operations & maintenance sectors. Catalyst also assessed the economic impact of offshore wind development, analyzing the potential benefits in terms of GDP, job creation, labor income, and fiscal impacts. The analysis considered different scenarios, including one with policy support, which assumes local manufacturing and assembly to maximize benefits.
