Beginning today, GlobalAustin, in partnership with Meridian, is hosting a regional #IVLP delegation from Iceland, Türkiye, Lithuania, Romania, Greece, Bulgaria, and Cyprus for a project titled “Regional Cooperation on Disaster and Emergency Management.” During their time in Houston, the delegation will be impacting the community by: • Examining best practices in emergency preparedness, management, planning, and coordination among federal, state, and local government and the private sector; • Investigating how various stakeholders anticipate and develop contingency plans for natural disasters, pandemics, technological hazards, and/or terrorism threats; • Analyzing the recruitment, training, leadership development, and funding for paid professionals and volunteer-based Emergency Management Service (EMS) personnel; and • Exploring public-private partnerships and programs that help communities heal from the trauma of disasters by offering leadership, restoring hope, and strengthening recovery plans. #ExchangesImpact #ExchangeMatters #IVLPCommunity #IAmDiplomacy #CitizenDiplomacy #PublicDiplomacy

Just finished an impressive two-day symposium on “Building Climate Resilience in South America,” hosted by the Office of the Secretary of Defense (Policy) Western Hemispheric Affairs. We were excited to see partners from throughout South America, including countries participating in PDC's National Disaster Preparedness Baseline Assessment (NDPBA) program such as Peru, Argentina, Paraguay, and Suriname. We were also excited to have colleagues from Suriname, Colombia, and Peru join a panel on “Adaptive Analysis,” focused on discussing best practices for connecting national and regional data, analysis, and experience for practical resilience solutions. Dillon Taylor, Esq. and I also want to extend our appreciation and gratitude to our #EmergencyManagement colleagues for their overwhelming support of the Disaster Diplomat concept. It has been picked up by three publishers, with more on the way. And for those who want more, the idea engine hasn't turned off - we're just getting started and will share more soon. "Emergency managers should be seen as 'disaster diplomats'... However, the degree to which we prioritize, resource, and empower our emergency managers, in contrast to international diplomats, is wildly disparate, and, arguably, negligent given the country’s state of domestic permacrisis. It begs the question: would America’s communities be able to better withstand chronic stressors and acute shocks if we invested in disaster diplomats like we do their international counterparts? ...In the absence of adequate funding and prioritization of our disaster diplomatic enterprise, the safety and security of our communities is in jeopardy. If we don’t respond accordingly, our surest bet for a resilient future will be lost."

From my point of view: The withdrawal (perhaps) of Burkina Faso, Mali and/or Niger from ECOWAS rather reflects a deep crisis of confidence between the current leaders of the member states and also the fragility of the institutional leadership of the The organization, in the sense that it will also have to prepare to face a continual loss of its legitimacy in the face of West African populations. This is why I suggest that instead of everyone joining or condemning, rightly or wrongly, what would accelerate the dislocation of ECOWAS and the expansion of the activities of non-state armed groups (taken as a whole), we will have to work on the real crisis favorable factors of crises by taking into account the strengths, weaknesses and opportunities of each of the actors, as well as the involvement of the populations themselves and why not armed groups also, through the use of soft power in certain cases as a strategy?

Inspired after spending a week with Mais A and the remarkable The White Helmets leadership in the Bay Area. Over the past several months, we’ve collaborated to strengthen their resource mobilization strategy—targeting foundations, high net-worth donors, and forging partnerships across academia and the corporate world.
