Strong independent inspections, with enforcement powers are required to fix this broken system. Like Public Hygiene, any site should have the constant thought that someone can visit at any time. Construction in general focus on program, program is budget/balance sheet driven, and the tender process prioritises cost over competence, with specialists asked to do more for less to meet the requirement. Random inspections with penalties are the only thing that will help change rapidly. In terms of fixing all the badly installed work, Rayner would be better allocating some to legislate for real checks and balances.
