As part of the Utility Justice coalition, NTEN has consistently supported #NoShutOff campaigns against electricity and internet shutdowns. Losing power can be dangerous—not just because of the loss of heating and cooling but also because of the disruption of internet connectivity, which affects our ability to work, study, and stay connected. Last week, NTEN endorsed the Preventing Unnecessary Deaths During Life-Threatening Events (PUDDLE) Act, introduced by Congresswomen Suzan DelBene and Lisa Blunt Rochester, to protect families from electricity shutoffs during heat waves and cold snaps. Under the Public Utility Regulatory Policies Act (PURPA), electric utilities are prohibited from disconnecting electricity due to overdue bills when it poses a health risk. The revised consumer service manual unveiled by the power regulator Nepra introduces additional charges and stringent measures for electricity consumers, including a 14 per cent interest rate on bill instalments and an ‘urgent fee’ for priority connections. The proposed regulations — set to be discussed at a public hearing on Dec 19 before implementation — have been announced despite a surplus in capacity and declining consumption. The new consumer manual also seeks restrictions and penalties on multiple connections at one premises and higher penalties on detection bills that are issued by power distribution companies (Discos) for suspicious consumption like a slow meter, a defective meter, theft, etc. Under the proposed amendments, consumers seeking priority connections will now face an ‘urgent fee’ of Rs15,000 for single-phase and Rs30,000 for three-phase meters.

An excellent article. However the mess in which Pakistan currently has landed has no "near-future" solutions. If one looks at IGCEP, it has selected the most expensive power projects for the coming years also, ignoring the cheapest & fuel -free renewables; wind & solar electricity projects. Due to an extraordinary increase in electricity Tariff, industrial use of electricity cannot increase in coming years. Unaffordability will lead to drastic drop in residential consumption as well. The incompetence and corruption in power division controlled organisation: GENCOS, DISCO'S, NTDC, NEPRA, PPIB, IPPS & CPPA-G will lead to further worsening of the "circular debt" crisis.

Comcom's announcement two weeks ago that it has approved a line fee increase for the average household of $15/month starting July 2025. They also approved another $5 per year for the next 4 years. The average power bill will increase by $35/month by 2028 just for the right to a connection. This was substantially less than Transpower and some EDBs asked for. These increases will fund replacement and upgrades that are needed for growth in demand through population growth and electrification. No additional allowance has been made to encourage smarter use of our existing assets. It just funds the replacement and upgrades. Electricity Lines and Transmission Charges Back to hot water: New Zealand has controlled residential hot water through the Ripple Control for over 60 years. However, over the last 30 years, partly because of the lack of direction from regulators and the deregulation of the electricity market in the early 90s, Fewer than 60% of households have functioning ripple control. Instant gas hot water has become very popular, and electricity retailers have promoted flat-rate contracts and disabled the ripple relays. The industry understands the capability of hot water control.
