New Project Spotlight: David Skaggs Research Center in Boulder, CO Last week, we posted about a Procon project for GSA in Detroit, MI - the Patrick V. McNamara Federal Building. Like the McNamara Federal Building, the David Skaggs Research Center is also funded by the Inflation Reduction Act with the aim of maintaining federal facilities and reducing carbon emissions. The David Skaggs Research Center is situated at the base of the flatiron formations between Green Mountain and Bear Peak in Boulder, CO. The 405,000 SF building houses research and office space for NOAA: National Oceanic & Atmospheric Administration. Although the Skaggs building is already an energy conserving, green building, Procon has been brought on to support the GSA by providing construction management as advisor services for the replacement of materials in the parking garage with low-embodied carbon (LEC) materials that meet the new GSA IRA requirements. #BuiltForWhatsNext #ConstructionManagement #DavidSkaggsResearchCenter #SkaggsBuilding #IRA #InvestinginAmerica #LEC #SustainableConstruction #GSA #FederalFacility #NOAA

🚐 🏡 Did you know that transport and buildings account for 28% and 20% of the city's total greenhouse gas emissions? The Institution of Civil Engineers (ICE)’s new ‘State of the city London’ report is intended to help the incoming Mayor of the May 2024 Mayoral election identify actions they can take to accelerate the decarbonisation of London’s Built Environment. 👥 ICE exists to bring together the knowledge and experience of engineering and infrastructure professionals to deliver a public benefit. The building sector in New York State is responsible for nearly 30% of greenhouse gas (GHG) emissions in the state, and urgently needs to be decarbonized. In January 2024, I began a capstone project with a team of graduate students at Columbia University’s MPA in Environmental Science & Policy cohort. We were tasked to work for the NY State Energy Research and Development Authority, or NYSERDA, to research building decarbonization strategies in the Netherlands and Scotland. These two countries are advancing their building decarbonization strategy at the municipal level, effectively using both top-down and bottom-up policies to actualize their net-zero goals. A number of challenges underlie efforts to decarbonize buildings. At a high level, these include challenges around 1) community engagement, 2) funding accessibility and availability, 3) utility engagement, 4) data collection and organization, 5) expanding district heating networks, and 6) equity and fuel poverty. Along with Clarisa Marambio, I worked as a manager on the team and contributed to writing and editing the final report, attached below. Writing this report was no easy feat — dozens of hours and long nights of work have finally culminated in a product that I know we are all proud to call our own. This experience taught me a lot; not just about teamwork and the trials and tribulations of task delegation, but also about the need to keep asking questions. To tackle the climate crisis, rigorous thinkers who ask tough questions--and push for answers--are needed. I’m happy to have been surrounded by team members who exemplify these traits. The ACHP is taking public comment through Wed. October 9 on the proposal that will make it faster and easier to meet the nation’s climate and housing goals while preserving historic properties. This is in keeping with the Biden-Harris Administration’s all-of-government approach to accelerating permitting and reviews to deliver on our infrastructure and clean energy future.
