Ideas know no borders and universities continue to transcend short-term geopolitics to stay connected globally - uniting to take on the world's shared challenges. It is great to see that the latest edition of the International Association of Universities report, "Internationalization of Higher Education: Current Trends and Future Scenarios", has shown that universities' commitment to internationalisation is increasing. The graph below, from the report, shows the wide range of clear institutional benefits to internationalisation reported by the survey respondents, with "enhanced international cooperation and capacity building" at the top of the list, followed by increased "intercultural knowledge, skills and competencies" for both staff and students. I was also particularly pleased to see that international benchmarking and the sharing of good practice across borders is on the list too. EUA, as the voice of Europe’s universities, is calling for a substantial leap forward to create, by 2030, a system where Europe’s universities can smoothly and efficiently develop deep transnational cooperation, including through the alliances under the European Universities Initiative, and through this pursue their academic goals. The following points outline several ways in which policy makers and universities can work together to achieve this. 1. Fully implement existing tools for facilitating transnational cooperation and other necessary system-level reforms. 🛠️🌐🔧 2. Facilitate a strategic discussion to ensure that transnational cooperation benefits the entire higher education sector. 💬🎓🌍 3. Centre the academic purpose of cooperation and support diverse forms of collaboration. 🎓🤝🌐 4. Enable universities to consolidate existing cooperation and establish sustainable and effective governance systems for alliances. 🏫🔗♻️ 5. Make sure that funding for transnational cooperation, including for alliances, is sustainable and efficient. 💶🌍💡 6. University alliances: Are they really transforming HE? Five years after the implementation of the European Universities Initiative (EUI) by the higher education sector in Europe, it remains difficult to provide a clear definition of what the alliances are and how they differ from other transnational cooperation models. Are they transforming practices and creating more value for students and academics than before their inception? Transnational collaborations, joint research projects and innovative teaching have long been at the core of universities and it is fundamental to pin down an alliance’s identity in order to ensure that the various communities and stakeholders involved embrace the initiative and play a proactive role in its development. Despite the significant attention given to alliances in policy debates, many universities still struggle to build, or even agree on, a narrative that defines what alliances are and what they do. The International Association of Universities (IAU) and the EAIE: European Association for International Education share a common understanding of internationalization of #HigherEducation as an intentional process undertaken by universities and other higher education institutions (HEIs) to improve the quality of #education and #research and, ultimately, to achieve a better, more equitable world. #Internationalization is a complex and constantly evolving phenomenon, the approaches to which vary widely depending on institutional, national and regional contexts. What is similar across contexts, however, is the enormous turbulence facing higher education institutions today, which in turn presents significant challenges and opportunities for carrying forward effective and transformational internationalization agendas. Due to internationalization’s complex nature, its strategic importance and the need for intentional action to achieve desired outcomes, those responsible for this portfolio require substantive opportunities to connect with colleagues and experts in order to reflect, exchange ideas and explore new and innovative solutions. The resurgence of geopolitical agendas, the adoption of international research agendas (eg the SDGs), the growing scale of international student and researcher mobility, the role of ‘internationalisation’ metrics as part of global university rankings, and the drive to build ‘world class universities’ are all factors that influence the formation of partnerships among universities in East and Southeast Asia and its external partners. Using insights from our research on the ASEAN region and Sino-Foreign partnerships, our research aims to help scholars and policymakers and implementers understand the rationales and evolution of these partnerships by identifying the various strategic and structural factors around them and highlighting the ethical concerns of the different partners.
