Sunday afternoon at the 2024 ICMA (International City/County Management Association) Annual Conference, I attended an education session entitled, "Building the Bench: Strategies for Recruiting and Retaining Emerging Leaders for Large and Small Communities".
The staffing, management, and leadership issues we face in Whitfield County are the same plaguing local governments across the United States. First, our workforce is older than those working in other employment sectors. Second, our most tenured employees are retiring and taking talent and institutional knowledge with them as they exit. Third, government employment is not as attractive as it used to be due to stagnant wages, declining benefits, and increasing stress.
All of this makes it difficult and vital to fill our ranks replacing those retiring or leaving for greener pastures in the private sector. One solution is that used by baseball teams - developing talent through a farm system. For government that means creating a strong internship program designed to bring young, talented, altruistic people into our organizations and hopefully convince them to remain public servants throughout their careers.
