  • On Oct. 1, CEC welcomed its new 2024-2025 president, Paul F. Boulos, PhD, BCEE, Hon.D.WRE, Dist.DNE, Dist.M.ASCE, NAC, NAE. Dr. Boulos is the Chairman and CEO of Aquanuity, Inc., a global innovator of digital twin solutions for smart wet infrastructure. He has held several senior executive leadership roles with MWH Global (president and executive director), Stantec (president), Innovyze (founder, chairman, and CEO), and Digital Water Works (founder, CEO, and executive director). Dr. Boulos has been inducted into the National Academy of Engineering, the National Academy of Construction, the European Academy of Sciences and Arts, and the University of Kentucky Hall of Distinction. He is a recipient of the ASCE OPAL Lifetime Achievement Award, EWRI Lifetime Achievement Award, Parcel–Sverdrup Civil Engineering Management Award, Simon W. Freese Environmental Engineering Award, and the Edward J. Cleary Award. He also is the recipient of the U.S. Ellis Island Medal of Honor. Paul has authored 10 authoritative textbooks and more than 200 technical papers on issues critical to the water and wastewater industry. As an active ASCE volunteer leader, Dr. Boulos currently serves on the ASCE’s Industry Leaders Council, the ASCE Foundation Board, is a past president of CEC’s Academy of Coastal, Ocean, Port and Navigation Engineers (ACOPNE), and served as president of CEC’s American Academy of Water Resources Engineers (AAWRE) in 2014 and 2023. He holds a bachelor, master’s, and doctorate degrees in civil engineering from the University of Kentucky and an executive MBA from Harvard University.   • Congratulations to Hongwei Jack Gong, Ph.D., P.E., BC. PE, ENV SP, PMP for achieving his Board-Certified Port Engineer (BC. PE) #boardcertification, the highest post-license board certification in port engineering. Dr. Gong was board-certified for his advanced expertise and experience, advanced education, and attainment of specialized body of knowledge in port engineering. Dr. Gong is currently a design manager and senior civil engineer at the Port of Long Beach. With over two decades of engineering experience in seaport, airport, hospitality, and retail industries, Dr. Gong provides subject matter expertise and design in conventional and automated terminals in maritime industry. His areas of technical expertise include wharves, piers, floating docks, rock dikes, dredging, heavy civil engineering and construction, horizontal infrastructures, vertical structures, value engineering, soil-structural interaction, ground improvement for soils, and deep foundation systems. Dr. Gong has been part of teams that have received awards for notable water-front projects, such as the Fireboat Station No. 15 project which garnered awards from APWA and ENR, and the Pier G Wharf Improvements project which garnered APWA, ACEC, CMAA, and IPI awards. Jack received his B.S. in civil engineering from the University of Science of Technology of China and his M.S. and Ph.D. in civil engineering from UCLA. Jack is a licensed civil and structural engineer in California.   • Congratulations to Tonja Koob Marking, PhD, PE, DFE, BC.WRE, CFM, PMP for achieving her Board-Certified Navigation Engineer (BC. NE) #boardcertification, the highest post-license board certification in navigation engineering. Dr. Koob Marking was board-certified for her advanced expertise and experience, advanced education, and attainment of specialized body of knowledge in navigation engineering. Dr. Koob Marking is the owner and president of Gaea Engineering Consultants, LLC, in New Orleans. With over three decades of experience, Dr. Koob Marking’s career has been focused in hydraulic and navigation engineering. Since launching her company, Tonja has served as the technical practitioner for Gaea Consultants’ hydraulics projects for the past 25 years. Dr. Koob Marking’s career began with the US Army Corps of Engineers, where she created hydraulic models and designed projects on large rivers and small bayous. She reviewed plans for dredged material disposal sites, sedimentation studies, and coastal restoration sediment diversion projects. As a consultant, much of Dr. Koob Marking’s navigational work has been as a forensic hydraulic engineer, recreating navigational conditions for allisions resulting in significant property damage and loss of life. She has served as an expert witness in state and federal courts in the areas of hydraulics, forensic hydraulics, sediment transport, and river engineering. As a visiting assistant professor, she taught graduate classes in river engineering and sediment transport at universities. Dr. Koob Marking currently serves as executive vice president of the National Academy of Forensic Engineers - NAFE; secretary of the NSPE Indiana Chapter; vice-chair of EWRI Member Services Executive Committee; chair of the EWRI History and Heritage Committee; chair of the ASCE Louisiana History and Heritage Committee; and AAWRE Board member. She is a past-president of the ASCE New Orleans Branch, ASCE Louisiana Section, and the Society of Women Engineers New Orleans Chapter. Tonja received her B.S. in biology from Newcomb College; a B.S. in engineering course equivalents (environmental engineering), M.S. in environmental engineering, and an MBA from Tulane University; Ph.D. in civil engineering (hydraulic engineering) from Washington State University; M.A. in American History from the American Military University; and is currently pursuing a Ph.D. in American History from University of Leicester.   • Congratulations to Michael A. McNicholas PE, BC. GE for achieving his Board-Certified Geotechnical Engineer (BC. Mr. McNicholas was board-certified for his advanced expertise, advanced education and experience, and attainment of specialized body of knowledge in geotechnical engineering. Mr. McNicholas is a Chief Engineer at KELLER North America, Inc., and has been with Keller since 2007. With over 16 years of experience as a geotechnical engineer and specialty contractor, Michael’s primary expertise is in foundations, excavations, and retaining. He is currently the engineering manager for the Rockaway, NJ, Tuckahoe, NY, and Rochester, NY, offices focusing on projects in New York and New Jersey. Throughout his tenure, Mr. McNicholas has led efforts in design and management of projects utilizing sheeting, soldier pile, lagging systems, underpinning, micropiles, caissons, secant pile walls, augercast/displacement piling, wet soil mixing, tieback and tiedown anchors, soil nailing, and load testing. He is also involved in the research and development of drilling techniques and the procurement of equipment and tooling. Michael received his B.S. and M.S. in civil engineering (geotechnical) from the Manhattan College (now Manhattan University ). He is a licensed professional engineer in New York and New Jersey.   • Congratulations to Michael Wigger, P.E., BC. GE for achieving his Board-Certified Geotechnical Engineer (BC. GE) #boardcertification, the highest post-license board certification in geotechnical engineering. Mr. Wigger was board-certified for his advanced expertise, advanced education and experience, and attainment of specialized body of knowledge in geotechnical engineering. Mr. Wigger is a senior principal engineer and vice president at Terracon in Indianapolis, and since 2022, his practice has been within Terracon’s Alternate Delivery Division. In his role as a national manager, Mr. Wigger participated in development of Terracon’s program manual to standardize the practice for alternate delivery at the firm. He is responsible for providing executive oversight of personnel and managing special and complex alternate delivery projects. With nearly 25 years of experience in the geotechnical engineering profession, Mr. Wigger’s primary areas of expertise are foundations, site characterization, and slope stability. Prior to Mike’s role in alternate delivery, he led the Indianapolis geotechnical engineering team for over a decade on projects primarily in Indiana and the Midwest. Mr. Wigger has served in various capacities for the ASCE Metropolitan Indianapolis Branch including serving as President. He is a Past-Chair of the ASCE Geo-Institute Indiana Section, and he currently serves on the ACEC Indiana Section Board of Directors. Mike received his B.S. and his M.S. in civil engineering with geotechnical engineering emphasis from Purdue University. He is a licensed professional engineer in Indiana, Kentucky, Ohio, West Virginia, Michigan, Wisconsin, Illinois, Missouri, and Kansas.   • Congratulations to Bret Lingwall, Ph.D., P.E., BC. GE, F. ASCE for achieving his Board-Certified Geotechnical Engineer (BC. GE) #boardcertification, the highest post-license board certification in geotechnical engineering. Dr. Lingwall was board-certified for his advanced expertise, advanced education and experience, and attainment of specialized body of knowledge in geotechnical engineering. Dr. Lingwall is a geotechnical engineering team lead for the U.S. Bureau of Reclamation Technical Service Center in Denver, CO. Prior to joining the USBR, Dr. Lingwall was an associate professor of geotechnical and geo-environmental engineering at the South Dakota School of Mines and Technology and was a consulting engineer. With 20 years of experience as a geotechnical engineer, his research and practice encompass many dimensions of geotechnical, geo-environmental, bio-geotechnical and earthquake engineering. Dr. Lingwall’s research includes biomimicry, carbon sequestration, soil health, critical minerals, erosion, PFAS, mine tailings, and wildland fire. His current practice focuses on large dams and risk analysis of complex geotechnical systems. Bret received his B.S. and M.S., in civil and environmental engineering, and a Ph.D. in civil and environmental engineering with an emphasis on geotechnical earthquake engineering from the University of Utah. Bret is a licensed professional engineer in Utah, and he serves as an associate editor of the Journal of Geotechnical and Geo-Environmental Engineering. For more on the BC. Mr. Curfman joined Moffatt & Nichol as Vice President for Federal Strategy in August 2023. He is responsible for strategy and business development for the firm’s federal programs. Prior to his current role, Mr. Curfman had a distinguished 34-year federal career focused on installation planning, design, construction, environmental, energy, maintenance and operations, and management for the U.S. Navy and U.S. Marine Corps. He also has 7 additional years of consulting engineering experience in structural and coastal engineering. Most recently, Mr. Curfman served as the Department of Navy Senior Executive responsible for Military Facility Design and Construction and the Chief Engineer at the Naval Facilities Engineering Systems Command (NAVFAC). A member of ASCE and SAME, Mr. Curfman has received numerous awards including Secretary of the Navy Environmental Awards, National Institute of Building Sciences Member Award, Superior and Meritorious Civilian Service Awards, NAVFAC Engineer of the Year, and Virginia Tech Distinguished Alumni Award.
