📢 #SouthAfrica | AFD and City of Cape Town renew partnership on climate change and the just transition! ✍ On 17 September 2024, AFD and the City of Cape Town signed a new MoU to renew their partnership around #climatechange and promoting a #justtransition. The agreement was signed by Audrey Rojkoff, AFD’s Regional Director for Southern Africa and Geordin Hill-Lewis, Executive Mayor of Cape Town, in the presence of Gareth Morgan, Executive Director of the Future Planning and Resilience Directorate at the City of Cape Town and Sophie Bel, Consul-General of France in Cape Town. 🤝 This partnership, in place since 2012, has already resulted in development finance and multiple technical cooperation programmes totalling €320m (R6.3bn). 💧🌱 To date, the partnership has focussed on enhancing sustainable water security and supporting the City’s climate transition efforts. As a first collaboration under this new MoU, AFD has committed €475 000 (approximately R9.4m), through the Cities and Climate Change in Africa (#CICLIA) facility for coastal risk modelling. This will protect the sustainability of the City’s investments, particularly in coastal priority development areas, and inform spatial and budget planning in coming years. 💬 “AFD is delighted to renew and strengthen its partnership with the City of Cape Town on climate change and the just transition”, says Audrey Rojkoff. “This MoU builds on our fruitful partnership with the City since 2012 and is perfectly aligned with the strategy of the AFD Group in South Africa, which includes supporting South African actors in their low-carbon trajectory and climate objectives. This partnership is truly valued by AFD, as we too are learning a lot from the City’s expertise in various fields”. 💬 “We are pleased to continue our collaboration with AFD in support of our long-term vision of building a city of hope for all, especially our most vulnerable residents. The City will invest a South African record R40bn in infrastructure over three years, with around 75% of this set to directly benefit lower income households and communities. Today is the first day of the Livable Cities Academy: Integrated Urban Flood Risk Management, a week-long workshop co-hosted by the City Resilience Program, whose aim is to equip African cities with the knowledge and skills to reduce flood risk. Delegates from 18 cities across the continent are 🌊 learning about the key determinants of flood risk 🗺️ practicing creating maps showing risk exposure, and 📊 witnessing how flood risk data can lead to improved decision-making. Tomorrow, participants will delve further into the options for mitigating and adapting to urban flood risk, and they will tackle the man-made phenomena that turn floods into disasters, answering questions such as: ♻️ How can you stop #solidwaste from blocking drains? 🏝️ How can effective coastal flood control be implemented? 🌱What are the opportunities for #naturebasedsolutions? Next week, we launch the Livable Cities Academy: Integrated Urban Flood Risk Management in Cape Town, South Africa. The City Resilience Program is hosting this five-day workshop together with the Agence Française de Développement, The World Bank, and the City Climate Finance Gap Fund. Why? Because the number of flood events in Sub-Saharan Africa has increased five-fold since the 1990s, and in the last decade they accounted for two thirds of disaster events in the region. Informal urban settlements are particularly at risk. The Academy will equip municipal officials from cities across Africa with the knowledge and skills to advance solutions to their cities’ flood-related challenges. Invited delegates will interact with technical experts in urban planning, disaster risk management and climate finance, deepening their understanding of urban flood risk management techniques, wider resilience and adaptation opportunities and sharing their experience of flood risks and mitigation measures. After a week of interactive sessions, site visits, peer-to-peer knowledge-sharing workshops and action-planning sessions, participants will leave Cape Town better able to tackle urban flood-related challenges and with greater knowledge on how to access funding and financing for their resilience investments. 📢 #SouthAfrica | On 9 September 2024, AFD's South Africa Director Audrey Rojkoff participated in a signing ceremony to announce the Contribution Agreement between the European Union and Agence Française de Développement for a €7 million (R138 million) grant of the Infrastructure Investment Programme for South Africa (IIPSA), in the presence of European Commissioner for Energy, Kadri Simson; South African Minister for Electricity and Energy, Kgosientsho Ramokgopa; and Minister of the the dti (Department of Trade and Industry: Republic of South Africa), Parks Tau. 🤝 This grant forms part of the AFD-Transnet Green Hydrogen project, whose main objective is to support the development of a green hydrogen ecosystem in South Africa. To this end the project’s beneficiary, Transnet SOC Ltd, will receive assistance to achieve its net zero emissions by the 2040 goal. The project will support activities around Transnet’s core operational areas (ports, rail and pipeline, engineering and facilities), in particular relating to: ✅ executing studies (market, legal and feasibility studies as well as impact assessments) and pilot projects focused on the production and storage of low-carbon hydrogen, and ✅ mobilising technical assistance to structure Transnet’s green hydrogen strategy and allowing for the scaling up of green hydrogen projects in South Africa. Transnet SOC Ltd, as an integrated transportation and logistics company, is expected to play a critical role across the hydrogen value chain for its operations as well as domestic and export markets. The grant will contribute towards ensuring that Transnet meets its own internal commitments as well as Government’s initiatives relating to the Hydrogen Society Roadmap. A second EU grant of 25-million EUR, also announced at the signing ceremony, is expected to leverage private and public sector finance across the hydrogen value chain, covering production, transportation, storage and downstream industries. Commissioner Simson expressed her support: “The announcement today marks a significant milestone in the European Union’s partnership with South Africa and shows the EU Global Gateway strategy in action, boosting smart, clean and secure connections in the energy and transport sections. #Mozambique | On 30 August 2024, Beira General Hospital was officially opened by the President of Mozambique, Filipe Nyusi, alongside the French Ambassador to Mozambique and eSwatini, Yann Pradeau, a representative of the Embassy of the Kingdom of the Netherlands in Mozambique, the Minister of Health, and the Secretary of State for Sofala Province. 🏥 👩⚕️ This state-of-the-art 290-bed hospital, funded by loans from Agence Française de Développement (AFD) and the Dutch Cooperation to the tune of €12M and €11M respectively, will serve districts surrounding Beira, benefiting a population of 740 000. The project showcases French expertise, with Assistance Publique des Hôpitaux de Paris - International (APHP-I) overseeing the hospital’s opening and organisation, ensuring it meets the highest modern standards. At the inauguration, President Nyusi praised the facility, calling it the most advanced hospital in the country. The hospital offers a wide range of services, including pediatrics, emergency gynecology, obstetrics, and general medicine. It is equipped with an emergency department, six delivery rooms, three operating theaters, outpatient consultation offices, and clinical support services including pharmacy, laboratory, and advanced imaging (X-ray, CT scan, mammography). It also boasts a cutting-edge waste management system. 🤝 This project addresses a vital need for the local population, and we are proud to be a partner.
