More than 160 guests from across Australia and around the world logged on to the Offshore Infrastructure Regulator - Ask the Regulator webinar on Thursday, 11 October. The webinar was hosted from OIR's head office in Perth, Western Australia. After an Acknowledgment of Country, CEO Sue McCarrey gave an opening address, discussing OIR's vision for a safe, environmentally responsible and sustainable offshore renewables industry. Ms McCarrey said community acceptance of offshore wind was contingent on genuine engagement and collaboration across industry and government, adding that the OIR was dedicated to building trust to do its job effectively and maintain social licence. Owen W., Executive Director - Offshore Renewables Regulation gave an overview of the OIR's design notification scheme and management plans. Mr Wilson also spoke about OEI Act and EPBC Act interactions, work health and safety, financial security requirements, and definitions of safety and protection zones for offshore wind projects. The webinar then opened to a live Q&A session, with Owen Wilson and regulatory specialists Barney Lewis, Zoe Jones, and Sarah Miller taking questions from attendees. The Q&A session covered a wide range of topics including the design notification scheme, emergency response arrangements, management plans and decommissioning. The OIR will look to hold additional workshops with a focus on work health and safety and consultation requirements in the future. The Offshore Infrastructure Regulator recently attended the Global Offshore Wind Regulator's Forum (GOWRF) in Hamburg. This year's AGM was hosted by Germany's Federal Maritime and Hydrographic Agency. Day one of the forum focused on sharing the latest regulatory updates among participating jurisdictions. Day two provided an opportunity for GOWRF members to have an in-depth discussion of priority regulatory topics facing member jurisdictions. Last week’s Australian Wind Industry Summit in Melbourne, presented by the Clean Energy Council, offered a diverse program on a range of topics covering onshore and offshore wind. Owen Wilson, Offshore Infrastructure Regulator Executive Director - Offshore Renewables Regulation, gave a presentation which looked at the emerging offshore wind sector and the role of the OIR in ensuring a safe and responsible journey towards commercial projects. CEO Sue McCarrey gave a keynote speech which explained the expectations and purpose of industry regulation in the offshore renewables industry. Ms McCarrey said there was an almost unanimous understanding of the need for strong industry regulation in Australia. “I think most companies, whether we’re talking about offshore wind or offshore oil and gas, understand the need for a regulator,” she said. “What a good regulator actually gives the industry is fairness, in the sense that all companies are required to meet the regulatory requirements. "Good, strong regulation gives a bit more of an even playing field, but it also avoids over-regulation, and it’s important to get that balance right. "Regulations need to provide clarity for the industry, the regulator and those impacted by the industry." The Minister for Climate Change and Energy has declared an area for offshore wind off the coast of Bunbury, Western Australia. The declared area covers 4,000 square kilometres, is 30km from shore at its closest point and confirms where developers can apply for licences (https://lnkd.in/gwFfiPub). The declaration follows consultation with local leaders, industry, fishers, unions, First Nations people and community groups led by the Department of Climate Change, Energy, the Environment and Water. The Offshore Infrastructure Registrar will be accepting applications for feasibility licences in the declared Bunbury offshore wind zone from 3 September to 6 November 2024. The steps the OIR is proactively taking as it moves toward operational regulation of the #offshorerenewables sector were outlined by CEO Sue McCarrey in her keynote presentation at the recent Australian Clean Energy Summit #ACES2024. While OIR’s core responsibilities relate to regulatory oversight of work health and safety, environmental management, and infrastructure integrity, it has a broader role to play in the sector. In particular, the OIR has a role to promote leading practice in the management of hazards and risks and to provide advice and guidance to the industry and stakeholders on the requirements of the law.
