European Commissioner-designate for Sustainable Transport and Tourism Apostolos Tzitzikostas has prepared for his hearing on Monday 4 November by providing written responses to questions from members of the European Parliament’s transport and environment committees on key issues including decarbonisation of the transport sector and the implementation of the ‘Fit for 55’ package at the national level for aviation, shipping and road transport✍️ It is welcome news that Tzitzikostas has declared that he will prioritise cooperation with the Commissioner for Climate, Net Zero and Clean Growth, as decarbonisation must be at the heart of his mandate👍 However, crucially the Commissioner-designate omitted to identify the role of the EU ETS towards achieving overarching aims, not once mentioning carbon pricing despite its central role in EU climate policy👎 A Sustainable Transport Investment Plan could help bridge the investment gap in sustainable transport infrastructure and fuels. Yet, Tzitzikostas misses the opportunity to state that recent, and potential future, extensions of the EU ETS could generate hundreds of billions in revenue to support that investment plan💶🤦♀️ Mr Tzitzikostas highlights the need to combat transport poverty through the Social Climate Plans and by facilitating provision of affordable and sustainable transport options. However, there is a lack of acknowledgement of the important role that complementary measures such as the phase out of internal combustion engines and expanded railway infrastructure will have towards reducing the future ETS2 price for citizens, lowering CO2 emissions and growing public support for the ETS2🚂📈 While it is assumed that decarbonisation of aviation and maritime industries could be a major focus throughout the next five years, the Commissioner-designate does not provide sufficient detail or indicate policy proposals to ensure the EU can put both sectors back on track to achieve climate targets and carbon neutrality. A clear shift rather than continuity is needed✈️🚢 Although final International Maritime Organisation negotiations in 2025 will determine an agreement on measures to abate the sector’s emissions, he fails to mention further measures that could be taken at international and EU level to incentivise shipping companies to tap into the significant potential for energy efficiency gains. He also does not detail how he would attempt to bring CORSIA in line with 2050 climate neutrality pledge and with the Paris agreement objectives 🌍 Mr Tzitzikostas also failed to address transport inequalities and scandalous - yet untaxed - emissions from superyachts and private jets. He does not consider the gross inequality of transport emissions shared across social classes, most notably in aviation, where 1% of the population is responsible for 50% of the sector’s CO2 emissions✊

European Commissioner-designate for Agriculture and Food Christophe Hansen has set the scene for his hearing next month in written responses to European Parliament members✍️ While talking a good game about how the Common Agricultural Policy can be reworked to deliver for farmers and the climate, Hansen’s answers point towards an over-reliance on market-based solutions💱 To be credible, carbon farming schemes must have robust monitoring, reporting and verification methods🗒️ Additionally, potential credits must not be used for offsetting purposes ⛔ Indeed, science tells us that greenhouse gas fluxes and carbon stocks in soils are notoriously difficult to measure, monitor and verify. Moreover, stored carbon is vulnerable to intentional or accidental reversals👩🔬 Such an approach excessively focuses on carbon, despite biodiversity and ecosystem services being under severe threat😵 Overall, this undermines the certainty and environmental integrity needed for a carbon market to be trustworthy🤝 To achieve the right balance between the needs of farmers and climate demands, Carbon Market Watch proposes supporting activity-based finance for activities that help restore our soils as opposed to the results-based finance promoted in any crediting regime👍 Check out this video to learn more📽️ https://lnkd.in/eYJzcdT8

The EU must align its energy taxation policy with its climate targets. To foster decarbonisation in aviation and shipping requires the reform of the Energy Taxation Directive. The renewed exemption for maritime and aviation fuels in the latest draft of the directive is totally disconnected from the EU's climate goals. Moreover, these exemptions undermine social justice because 1% of flyers generate 50% of aviation's pollution worldwide. This also represents a missed opportunity to generate some desperately needed revenue for sustainable transportation and other forms of climate action. For example, failing to tax jet fuel on all departing flights from Europe led to a shortfall of €10.7 billion for EU-27 governments in 2022.
A new proposal from the Hungarian Presidency shows that the Council is moving forward with a plan to delay taxation on fossil jet and maritime fuel until 2035. This exemption undermines Europe’s climate goals and is hindering a shift to sustainable transport options like rail. That’s why today Trainline, European Energy, Norsk e-Fuel and other members of the transport industry and civil society are urgently calling on the European Commission to end this tax exemption for aviation and maritime fuels. Taxing aviation fuels could close the price gap between air and rail travel, driving investment in sustainable alternatives and generating billions for the EU’s green transition. And, importantly, ending this exemption would correct the social injustice that citizens pay more taxes on fuel for their car than a businessman pays for a trip to New York.
