GIE is the voice of Europe's gas infrastructure operators. Our members work and innovate with transmission, storage and import terminals. We develop solutions to foster EU security of supply while enhancing decarbonisation with natural, low-carbon, renewable gases, including hydrogen and biomethane. Gathering 71 industry entities from 25 European countries, GIE perfectly embodies the multiple transitional pathways of the different regions. The association is working on becoming the backbone of the new innovative energy system. Its objective is to allow European citizens and industries to benefit from a secure, integrated and climate-neutral energy supply by 2050.

Earlier this week I had the opportunity to give insights on funding options for the CCUS value chain from an infrastructure perspective at the IOGP Europe CCS Multistakeholder Workshop. The #CCUS value chain is complex and will require a suite of funding options tailored to the needs of the segment of the value chain. From and infrastructure pov #CEF is a good tool, but is in need of adequate budget. #InnovationFund is another one, but we need next level industrialization supported as well and tailormade tools for capture sites for whom we discussed the merits of #CCfD schemes, potentially in the form of a European CCS Bank. This will enable projects to make a financial close and create transport demand visibility for CO2 transport operators. An anticipatory investment approach, including future demand, will be key in rightsizing the infrastructure investments. What's needed to kickstart CCS in Europe? 5 takeaways from CCS value chain actors: 1️⃣Legal certainty is needed along the full value chain Policy stability, clear permitting processes, and strong EU-national coordination are crucial to unlocking investments and accelerating CCS deployment. The role of the Industrial Decarbonisation Bank and national funding and de-risking instruments will be decisive. 2️⃣Financing is a key bottleneck The business case for CCS remains challenging, and financial mechanisms like Carbon Contracts for Difference (CCfDs) and the proposed European CCS Bank are needed to de-risk investments and provide long-term certainty. 3️⃣Technology is ready, but infrastructure must scale up While CCS technologies are proven, cross-border CO₂ transport and storage networks need further development. A coordinated European approach will be essential to build a robust infrastructure framework. 4️⃣Industry is ready to act Hard-to-abate sectors, including cement, chemicals, lime and steel are committed to CCS but need the right financial and regulatory incentives to move from initial development phase to full-scale deployment. 5️⃣Collaboration is essential CCS is a complex value chain: it requires cross-sector cooperation. Industry, finance, Governments, EU policymakers: we need to keep working together to turn ambition into reality. Yesterday we hosted a multistakeholder Workshop, with industry leaders, policymakers, civil society and financial experts to discuss how to accelerate CCS deployment in Europe. GIE’s latest position paper highlights the crucial role of gas storage in stabilizing energy markets, mitigating price volatility, and ensuring resilience in an increasingly unpredictable environment. 𝐾𝑒𝑦 𝑡𝑎𝑘𝑒𝑎𝑤𝑎𝑦𝑠: ✔️ A 𝗺𝗼𝗿𝗲 𝗳𝗹𝗲𝘅𝗶𝗯𝗹𝗲 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵 to EU storage targets, alleviating strict interim filling deadlines. ✔️ 𝗗𝘆𝗻𝗮𝗺𝗶𝗰 𝘁𝗮𝗿𝗴𝗲𝘁𝘀 instead of rigid refilling deadlines to prevent speculation and protect storage value. ✔️ A 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗼𝗳 𝗦𝘂𝗽𝗽𝗹𝘆 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱 ensuring that gas supply contracts to final customers are backed by firm physical instruments, such as gas in storage. ✔️ 𝗘𝘅𝘁𝗲𝗻𝗱𝗶𝗻𝗴 𝘀𝘁𝗼𝗿𝗮𝗴𝗲 𝗼𝗯𝗹𝗶𝗴𝗮𝘁𝗶𝗼𝗻𝘀 to all customers benefiting from security of supply, including SMEs, industries unable to switch to alternative fuels, gas-fired power plants, and district heating companies serving households. ✔️ The need for 𝗽𝗲𝗿𝗺𝗮𝗻𝗲𝗻𝘁 𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗼𝗳 𝘀𝘂𝗽𝗽𝗹𝘆 𝗺𝗲𝗮𝘀𝘂𝗿𝗲𝘀, as outlined in current EU legislation, to fully recognize the insurance and system value of gas storage. ✔️ 𝗠𝗮𝗿𝗸𝗲𝘁-𝗯𝗮𝘀𝗲𝗱 𝗽𝗿𝗶𝗰𝗶𝗻𝗴 should be maintained, and generalized to ensure efficient allocation of gas storage. 𝑊ℎ𝑦 𝑑𝑜𝑒𝑠 𝑡ℎ𝑖𝑠 𝑚𝑎𝑡𝑡𝑒𝑟? With rising demand, geopolitical shifts, and fluctuating renewables, gas storage is essential for stabilizing markets and ensuring energy security. However, market dynamics create a paradox—high winter withdrawals increase summer prices, yet this risk is often overlooked.
