Le gel temporaire du financement des organisations internationales (OI) et non gouvernementales (ONG) risque d’entrainer des licenciements collectifs au sein de la Genève internationale. De manière générale, la majorité des collaborateurs d’organisations non gouvernementales (ONG) au bénéfice de permis durables conserveront le droit de séjourner en Suisse. Ils pourront ainsi être aisément engagés par un nouvel employeur (mobilité professionnelle). A l’inverse, les collaborateurs d’organisations internationales (OI) qui possèdent une carte de légitimation (CdL) et les ressortissants extra-européens sans titre durable ne bénéficient a priori d’aucun droit à changer d’employeur et devront ainsi quitter la Suisse suite à leur licenciement. Il faut déterminer, pour chaque type d’autorisation, si le travailleur étranger bénéficie, ou non, de la mobilité professionnelle (droit à changer d’emploi sans nouvelle décision préalable relative au marché du travail).
