Black Box Planning are delighted to have secured a resolution to grant planning permission at East Devon District Council Planning Committee for Heritage Homes. The outline planning application is for up to 35 no. dwellings alongside community infrastructure including a new parish building with car parking to help alleviate existing problems in the village centre, as well as a community orchard and wildflower meadow. The scheme is testament to role that properly considered community engagement can play to assisting the planning process. The scheme will deliver real community benefits, with both the Parish Council and local ward members supporting our proposals following a period of constructive dialogue. The outcome is all the more rewarding given the site had a dismissed appeal history prior to our involvement, demonstrating how a fresh approach can help navigate a successful route to planning consent. We look forward to continuing our involvement with the reserved matters application to follow shortly.

Planning permission granted in 13 weeks. We are delighted to have obtained consent for for the new secondary school building at Mount Tamar SEN School. The new building promises to deliver an exciting new chapter for the school and a transformative learning environment for the pupils. Achieving the determination and consent with this timeframe was only possible with the dedication of the appointed team and diligent work by the planning officers and colleagues at Plymouth City Council. Last week we had the pleasure of hosting guests from 39 Essex Chambers and Watson Farley & Williams to our Bristol office for a round table discussion on some hot topics in planning. We are delighted to have secured planning permission for adaptation of a historic barn within a stunning landscape setting in Worcestershire. The original timber frame and stone barn was converted to residential in 1980s. The consented large extension is designed to be highly energy efficient for day-to-day living, and comprises two new bedrooms at lower ground level, with a large open plan kitchen-dining room and separate living room at ground level. The scheme enables low-carbon living alongside the long term protection and enhancement of a heritage building. We are pleased to have recently been successful with an appeal for rural development. In summary, our client had an isolated barn with a couple of extant permissions for conversion to a dwellinghouse, but the aspiration to deliver an energy efficient dwelling was ultimately taking the build project beyond the definition of ‘conversion’ under Class Q having regard to local plan policy (i.e. total external wall/roof replacement). The appeal Inspector found that despite conflict with local Plan and NPPF Para 84 due to the proposals representing a new build in the countryside, the fallback permission of conversion to a single dwelling was a material consideration that outweighed the conflict.
