About us
London Community Land Trust (CLT) supports local communities to create permanently affordable homes and transform their neighborhoods. Using a model of genuine community partnership, we work with teams of local people to campaign, bid for land, design, own and manage homes and community spaces in their boroughs. We make homes genuinely and permanently affordable by linking home prices to local median incomes and ensuring residents do not have to spend more than a third of their income on housing costs. When residents move out, they must resell at rates linked to local earnings, making homes affordable in perpetuity. Our model offers a way to address the growing gap in the market between those who qualify for social housing and those who can afford to buy on the open market, making sure people are not priced out of their neighbourhoods and communities. London CLT aims to see local people having control over their homes, blocks, neighbourhoods and further afield through our community-led process. We also collaborate with partner organisations to promote innovation and culture change in the housing sector and beyond. Our work began with a grassroots campaign with Citizens UK to create 23 homes at St Clements in Tower Hamlets, London’s first CLT. In collaboration with local groups, we now have a pipeline of 150+ affordable homes in development across London boroughs including Lewisham, Greenwich, Lambeth, Southwark, Redbridge and Hackney. London CLT is a democratic and community-based organisation and anyone who lives in London can become a member to get involved and support our work.

As we sign off for 2024, we’re looking back on 𝗮 𝘆𝗲𝗮𝗿 𝘄𝗵𝗲𝗻 𝗵𝗼𝘂𝘀𝗶𝗻𝗴 𝘁𝗿𝘂𝗹𝘆 𝗯𝗲𝗰𝗮𝗺𝗲 𝗮 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝘆. From central to London government, there was a new spotlight, a new energy, a new focus. And a growing recognition that community-led alternatives can be part of the solution, providing genuinely affordable homes. We hope the pledges become policies in 2025! But for now, grab a tea and a mince pie and share some of our 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 from a year of project progress, campaigning and lobbying. Wishing you all a happy and peaceful festive break, and thank you for your support this year. 🎉 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗽𝗿𝗼𝗴𝗿𝗲𝘀𝘀 🎉 🏡 With our partners Greenwich Citizens Housing and amazing Archio Ltd we received planning permission and Greater London Authority (GLA) capital funding for seven #affordablehomes at Susan Road, Kidbrooke ➕ we submitted planning for nine homes on Felixstowe Rd in Abbey Wood. 🏡 We got GLA funding for Cable Street, Shadwell; design work for 41 homes is starting with Levitt Bernstein. We’ll submit for planning next year! 🏡 Southwark Council confirmed Scylla Road as a site for CLT homes; we have new commitments for CLT sites from Ealing and Lambeth councils. 🎉 𝗟𝗼𝗯𝗯𝘆𝗶𝗻𝗴 🎉 🏡 Mayor of London, Sadiq Khan committed to at least four more CLT sites, at the Citizens UK Mayoral Assembly in April. 🏡 The GLA Housing Committee visited #CitizensHouse, our #affordablehomes in Lewisham, to learn more about community-led housing. We've answered their Call for Evidence alongside Rural Urban Synthesis Society, Community Land Trust Network and others. 🤞 for a positive GLA response next year. 🏡 We joined TELCO and Newham Citizens at the Olympic Park to call for a Housing & Employment Inclusion Zone on the park, as planning powers switched from London Legacy Development Corporation to host boroughs. 🎉 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝘁𝗵𝗲 𝗺𝗼𝘃𝗲𝗺𝗲𝗻𝘁 🎉 🏡 Our March conference, Housing for Community, Health & Prosperity, brought together councillors, architects, residents, developers and more. 🏡 #CitizensHouse turned one this year… and got a lovely present: highly commended in the RIBA Journal MacEwen Award, which celebrates "architecture for the common good". 🏡 You could find us in Inside Housing, The Sunday Times in a terrific piece by Jayne Dowle, Architectural Research Quarterly and more – sharing the benefits of our community-led process. Our Exec Director Oliver Bulleid explores how CLTs are a proven alternative to the mainstream housing model. What does 2025 have in store for the mortgage and housing markets? While the changes to planning rules, outlined in the government's National Planning Policy Framework (NPPF), display a real determination to change the often slow-moving and complex process, only time will tell if the goal of building 350,000+ homes a year can be achieved. "Local communities can be pro-housing development when they are more meaningfully involved in decisions and have a stake in the outcome." This quote, from the excellent New Local report Constructing Consensus, is exactly what CLTs are so good at doing through a community-led model. And it's what we have seen before: Citizens House, our affordable homes in Lewisham, received 100+ letters of support for the planning application. 'Constructing Consensus' spotlights the amazing work of Hastings Commons and its CLT, and the Community Land Trust Network. Good development can be done '𝘄𝗶𝘁𝗵' 𝗻𝗼𝘁 '𝘁𝗼' 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀. Scaling up CLTs will make sure a chunk of the Labour government's pledged 1.5m homes are the affordable homes that communities want and need. 🏡 🏡 🏡
NEW REPORT | Constructing Consensus: The case for community-powered development and regeneration “The perception that development is “done to” communities rather than “with” communities gives oxygen to local NIMBY narratives that development is foisted upon them with no opportunity to shape or influence the nature of it.” In a report out today, we make the case for a better system of development in England – one that fully involves and empowers communities in decision-making. We argue that the government’s ambitious housebuilding targets will be at risk unless the planning system gives communities more power and influence to shape local development. Key findings: 🏠 Local communities can be pro-housing development when they are more meaningfully involved in decisions and have a stake in the outcome. 📈 Involving communities in regeneration schemes can increase their quality and sustainability. 📍 Where local authorities have the power and resources to place shape and ensure developers prioritise community needs, better housing delivery follows. In it we set out a vision for a renewed approach to regeneration and development which builds in the role, voice and influence of communities. To achieve this, we offer practical recommendations for policymakers and planners. Illustrated by dozens of national and international examples, including: ✅ Communities taking on ambitious regeneration projects in Plymouth, Hastings and Grimsby – with positive economic and societal impact. ✅ Councils like Test Valley fully involving local people in planning and securing buy-in and better development as a result. ✅ And international case studies of Dublin, Vienna and Zurich that demonstrate the wider potential of better housing policy.
