As New York City's Class-B and C office spaces face increasing vacancies while residential vacancies are at a 50-year low, many building owners are getting serious about office to residential conversions — but not all buildings lend themselves to this kind of adaptive re-use. When does demolition make more sense than conversion? Many building owners are doing the math. HR&A Advisors Partner Kate Wittels notes that cities with modern office buildings and weaker office markets may see more demolitions due to the high costs and low financial incentives of conversion, particularly when the difference in rental income between residential and office spaces is minimal. New York’s unique incentives and evolving policies offer hope, but the decision-making process involves navigating complex factors such as building layouts, costs, and sustainability. Learn more about the strategies, challenges, and future outlook of office-to-residential conversions in this Bisnow article. #OfficeToResidential #UrbanRevitalization #RealEstateTrends #SustainableDevelopment

“We truly believe that public options can increase access, affordability and services in areas where government really should be leaning in and leading the way.” — Chicago policy chief S. Mayumi “Umi” Grigsby, Esq. HR&A Advisors is proud to have supported the City of Chicago in by authoring a feasibility study for a municipal grocery store model aimed at improving food access on the South and West sides. The study suggests that the City should explore a network of stores across Chicago to enhance access to affordable fresh food for residents in communities long underserved by private grocers. This Chicago Tribune article shares how the initiative could position Chicago as one of the first major U.S. cities to open a municipal grocery store, setting a precedent for how cities across the country can begin addressing food deserts in underserved neighborhoods. “Typically, market feasibility studies of this sort are biased in favor of for-profit operations,” said Andrew Lamas, a professor in the urban studies program at the University of Pennsylvania, “But given the long-standing success of the food co-op sector in this country, it is commendable that this study advises Chicago to consider not only for-profits but also nonprofits and co-ops.” Partner Andrea Batista Schlesinger shared insights that underscore HR&A's commitment to innovative solutions that promote equity and community well-being to complex urban challenges. We look forward to seeing Mayor Johnson’s administration take the next steps toward creating more equitable food access for all its residents. #UrbanDevelopment #Equity #FoodAccess #FoodDeserts

With final approval from the Pinellas County Government County commissioners and approval from the City of St. Petersburg's Council last month, the redevelopment of the Historic Gas Plant District will launch next year after decades of planning. With this approval, the Tampa Bay Rays will be staying in St. Petersburg, moving forward with a new stadium and an 86-acre mixed-use development with their development partner, Hines. HR&A was proud to support the City of St. Petersburg with procuring and selecting a development partner and assisting in negotiations of the development agreement for this significant investment in downtown. The project includes a $10M investment in the The Woodson African American Museum of Florida Museum of Florida as well as a $50M commitment from the Rays and Hines toward affordable and workforce housing, small-business assistance, workforce development, and educational programs. Congratulations to Kenneth Welch’s administration, the Rays, and the larger St. Petersburg community on this milestone! #stpete #Rays #mixeduse #downtown #urbandevelopment
