CME EDITORIAL According to data commissioned by CME, the economic contribution of our resources sector represents one-third of the State Government’s revenue and supports one-third of all WA jobs. Thanks largely to WA’s resources industry, Australia’s balance sheet looks good. And yet, the mining and energy sectors are powering ahead at a time of significant Federal reform that threatens to not only put the handbrakes on, but take the car off the road. One of many proposed legislative reforms, the Nature Positive Plan will govern the way environmental approvals are handled. Let’s be clear, governance improvement is needed, but there will be significant ramifications for the resources sector — and by default the State and national economies — if these reforms aren’t managed effectively. The five in a bit more detail below, and the document itself has some specific recommendations to underpin this: 1. Establish and implement a UK Materials Strategy: a comprehensive, cross-government, cross-economy strategic approach to sustainable use and management of materials covering the full life cycle to ensure supply chain resilience, secure access to the materials and minerals required for modern society and to deliver net-zero. 2. Advance the transition to a resource efficient and resilient society: embedding resource efficiency and productivity across government policy, driving the transition to a more circular economy where materials are kept in circulation at their highest value for as long as possible, building resource and energy security and reducing environmental impacts. 3. Bolster the UK’s approach to critical materials: developing a better understanding of critical material flows and building responsible supply chains through domestic capability and collaboration with international partners driving resilience vital for UK industry, energy and national security and delivering the low-carbon transition. 4. Support energy intensive industries to decarbonise: advancing the low-carbon and resource efficient transition and ensuring a competitive and viable future for manufacturing industries in the UK. 5. We welcome yesterday’s 2024-25 Australian federal budget, which unequivocally underscored the Australian Government 's commitment to supporting the domestic critical minerals sector, now positioned as a cornerstone of the nation's economic agenda. We intend to pursue all avenues of supportive government funding and policy assistance to enable rapid development of our flagship high-grade Kookaburra Graphite Project on South Australia’s Eyre Peninsula. CEO Jonathon Trewartha commented: “The Australian Government's support for the critical minerals sector in last night’s federal budget sends a clear message to investors: that these targeted incentives and investment frameworks will pave the way for increased private sector and strategic participation in domestic critical minerals projects and supply chains. As a direct result of our advocacy in #Saskatchewan, the newly enhanced Saskatchewan Mineral Exploration Tax Credit (#SMETC) regulations have been amended to allow for greater global investment in the province. In the Saskatchewan 2023 Budget, the government increased the SMETC from 10% to 30% in order to make the province more competitive with British Columbia, Manitoba, Ontario and Quebec. In an interview with Bloomberg News today, Canada's natural resource minister reiterated the government's tougher stance on Chinese investment in the domestic critical minerals business. “We need to be working to solve access to capital issues, but the answer cannot be investment from Chinese state-owned industries,” said Jonathan Wilkinson. Chinese firms have pursued a string of investments in Canadian junior mining companies in recent months, suggesting that tougher federal government rules haven’t dissuaded China from delving deeper into the country’s mining sector. Transactions like Zijin Mining Group’s plans to take a 15% stake in Vancouver-based copper company Solaris Resources Inc., announced in January, are testing Canada’s national security rules. China’s Yintai Resources Co., Ltd., meanwhile, reached an agreement last month with Osino Resources Corp. to buy the Canadian gold explorer for C$368 million. Canada’s crackdown “may not have totally dissuaded the Chinese, but they will all have to go through a national security review,” Wilkinson said. https://lnkd.in/gK74fH6H
