This morning, Council of the European Union experts from the Working Party on the Environment met ahead of the trilogue on the Packaging and Packaging Waste Regulation (#PPWR), scheduled for 4 March. Our position: 👉Minimum recycled content targets for plastic packaging put on the market in the EU must be met using post-consumer plastic packaging waste collected within the EU 👉A robust traceability system, verified by independent third-party, is needed to ensure that plastics labelled as recycled are actually recycled under equivalent conditions to those set in the EU. Without a mechanism to level the playing field for plastics recycled in the EU, the European packaging plastics recycling industry will struggle to remain competitive and expand its capacities within the EU. Make no mistake: The draft in its current form would offer an economic incentive for chemical recycling. Investments in mechanical recycling with much lower GHG emmissons would be cut and further innovation thwarted, thereby jeopardising around 4.4 million jobs in the European circular economy. Medium-sized and family-run companies that have already invested in high-quality mechanical recycling would be particularly affected. 👩💻 The Trilogues on the Packaging and Packaging Waste Regulation have officially kicked off! 🔄 This is a pivotal moment for shaping a sustainable and circular packaging landscape in the EU. Here are the key issues FEAD believes demand attention: 1️⃣ Fair Market Access: We applaud the Council's decision not to grant priority access to recycled materials to specific market players, and we reject Parliament’s position that would lead to a market distortion. 2️⃣ Separate collection target: We support the Parliament's ambitious goal of achieving 90% separate collection for packaging materials, a significant step toward reducing environmental impact. 3️⃣ Biobased feedstock targets: It's crucial to enforce recycled content targets, and set differentiated targets for biobased feedstock in plastic packaging, as it cannot replace a material produced from waste recycling. 4️⃣ Coherent recycling definition: In line with Parliament position, the definition of recycling must align with the principles outlined in the Waste Framework Directive, ensuring clarity and effective implementation. And the definition should refer to substitution of primary raw materials, not only in new packaging. 📌As the discussions unfold, we hope for positive outcomes that will propel us toward a more sustainable and circular future. Insights on circular plastics from an African, Asian, North American and European perspective at the #SustainablePackagingSummit in a panel discussion with Fabrizio Di Gregorio, Plastics Plastics Recyclers Europe, Scott Trenor, Association of Plastic Recyclers (APR), Clem Ugorji, Global Plastic Action Partnership and Steve Wong, Asia-Pacific Sustainable Plastic Alliance, moderated by Cory Connors ♻️📦. The speakers highlighted challenges around plastics recycling such as widespread downcycling across the globe, vast amounts of different recycling programmes in the US, a lack of sufficient collection and separation infrastructure, a lack of financial motivation, weak regulations and an absence of markets for recycled content, and concluded that strong regulation will help mitigate this and create a level playing field, securing long term contracts and investments.
