In coordination with relevant ministries and sectoral agencies, the second workshop on "Solutions for Urban Informal Settlements in Iraq: Law of Addressing Informal Settlements" was held today in Baghdad, led by UN-Habitat with the support of the European Union. Addressing the upgrade of informal settlements in Iraq is crucial for driving the country toward urban sustainable development and improving living conditions for all Iraqis – focusing on the most vulnerable groups. The new draft of the Informal Settlements legislation, supported by UN-Habitat, aims to rehabilitate, formalize, and integrate informal settlements across Iraq. UN-Habitat is committed to providing technical assistance, facilitating multi-level policy dialogues, and building institutional capacity to accelerate the enforcement of this legal instrument. Drawing the Territorial Boundaries of the Somalia Federal Member States: Gaps, Challenges and Legal Frameworks. I published a paper on Somali Studies: A Peer-Reviewed Academic Journal for Somali Studies, Volume 8, 2023, pp. 94-118, on the establishment of Somalia Federal Member State boundaries. Qualitatively analyzing primary and secondary sources on Somalia regional state formation, it concludes that an insufficient legal framework, political will, and credible commitment to the rule of law make it difficult to define regional state boundaries. Thus, regional states have contested borders, which can cause conflicts over competing interests and interfere with national issues like Somaliland. To reduce state-to-state disputes, the Federal Supreme Constitution should be finalized and define new state criteria and procedures. 👇 https://shorturl.at/ehiuA

Joint Statement on Somalia's Official Information Bill Somalia's Official Information Bill (OIB) is currently under scrutiny due to its significant and dangerous implications. This bill poses a severe threat to the fundamental right to access information, directly conflicting with the African Union Model Law on Access to Information and global human rights norms. We, the undersigned: 1) IFJ - International Federation of Journalists) 2) Reporters Without Borders (RSF) 3) Africa Freedom of Information Centre) 4) Federation of African Journalists (FAJ) 5) National Union of Somali Journalists (NUSOJ) Collectively urge the withdrawal of the OIB from Parliament for a thorough review. This action is essential to guarantee transparency, accountability and the essential right to know for all citizens of #Somalia.

In late 2023, a few Catalystas Consulting colleagues and I carried the end-line project and impact evaluation of the $1 million DRL grant-funded “Accounting for Missing Persons in Iraq through a Data-Driven and Rule-of-Law-based Approach” project. It has been a privilege to engage with a dedicated organization like International Commission on Missing Persons (ICMP), and individuals passionately working to restore dignity and closure for affected families. These include representatives from governmental institutions, CSOs, NGOs, academia, families of the missing, and other international agencies. I hope the evaluation provides constructive insights to strengthen ongoing efforts towards resolving the immense challenge of missing persons in Iraq. ---- ''The issue of missing persons in Iraq stems from decades of authoritarian rule, regional wars, sectarian conflict and, more recently, Da’esh atrocities. According to Iraqi government sources, the number of missing ranges from 250,000 to more than 1 million. At a human level, this means immense suffering for families of the missing. Resolving this issue has been and remains critical for national recovery and reconciliation. Since 2005, the International Commission on Missing Persons (ICMP) has helped Iraqi authorities to devise a comprehensive approach to accounting for the missing and safeguarding the rights of families. This has included but is not limited to assistance in exhuming mass graves, support to identify remains through DNA analysis, and offering an ICMP-developed data management system to consolidate information.'' -> more below

ACSO issues new directive to facilitate registration of foreign CSOs The Ethiopian Authority of Civil Society Organizations (ACSO) has issued a new directive, Proclamation No. 986/2024, to facilitate the registration and operation of foreign-based organizations in Ethiopia. This directive allows these organizations to operate independently or collaborate with local non-governmental organizations, providing them with financial, material, and knowledge-based support. Previously, although foreign humanitarian organizations were permitted to operate in Ethiopia, there were no specific guidelines governing their activities. Read More - https://lnkd.in/guzcgrgX

🏆 🇪🇨 We are pleased to support the government of Ecuador by implementing the project " Final Evaluation of contract ‘Early warning and rapid response in the northern border of Ecuador’", funded by the European Commission along with CIDEAL Foundation. The overall objectives of this evaluation are to provide: 📌 an overall independent assessment of the past performance of the ‘Early warning and rapid response in the northern border of Ecuador’ action, paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results; 📌Key lessons learned, conclusions and related recommendations in order to improve (in case) current and future Actions. The intervention to be evaluated aimed at contributing to the protection of human rights of the population in the northern border region of Ecuador through the development of an integrated early warning and response system to inform public policy priorities and to ensure a rapid response to most urgent needs.
