MEMBER NEWS: 9,000 Capital Region Children Served by CarePortal Care-Sharing Technology Tackles Foster Care Crisis Justice For Orphans (JFO) is excited to announce a milestone in its work with online Care-Sharing platform CarePortal: 9,000 children served in New York’s Capital Region since 2018. "The majority of families served through CarePortal have little to no support system, which is why they are in the position to receive help," says Sandra Flach, Justice For Orphans’ executive director. "That's what makes CarePortal so special; the platform doesn't just address physical needs but also creates an opportunity for families to connect with people who are eager to support them in other ways as well." As an example, Flach recalls a story from Rensselaer County: "A young mother, who had worked hard to overcome addiction, needed help in creating a healthy and safe home before she could be reunited with her children. Through CarePortal, that mother was connected to a local church that not only supplied physical items deemed necessary by the case worker, but also provided the mother with transportation to her recovery meetings, and even helped her secure a job." First launched in 2015 to address the nation's foster care crisis, CarePortal currently is used by nearly 2,000 requesting agencies across the U. S., and in parts of Canada. The technology connects child-serving professionals with local community members and specially trained churches, who can provide financial support and physical items as well as a meaningful connection. JFO currently oversees CarePortal operations in nine New York counties – Albany, Columbia, Greene, Montgomery, Rensselaer, Saratoga, Schenectady, Warren, and Washington – and is actively working to launch CarePortal in Orange and Ulster counties as well. Justice For Orphans (JFO) was founded in 2012 by Sandra Flach and Mary Slager. These adoptive and foster moms were wrecked by the global orphan crisis and the national foster care crisis. On a mission to rally the Church, the duo jumped into advocacy work and began hosting annual adoption and foster care conferences as well as a weekly radio show-turned podcast. In 2018, JFO became an implementing partner for CarePortal, an online Care-Sharing platform helping children and families in crisis across the United States and in parts of Canada.

Founder of 3Pumpkins, Tak Takut Kids Club (TTKC). Usually found at the playgrounds, hawker centre and multi-purpose court in Boon Lay.
A group of children that TTKC looks out for in the neighbourhood are those taken care of by grandparents who are themselves frail and non-English speaking. These situations can arise when parents are separated, incarcerated, or due to illness and deaths. In addition to finding it hard to understand and keep up with fast changes of society, systems, language and culture to be a competent caregivers, seniors caregivers also struggle with communications with their Gen Z and Gen Alpha grandchildren (which even some of my millennial peers find difficulties with). Because these children typically stay in the older purchase flats and not in the rental flats, they may become “invisible” when we scope our outreach only to lower income tagged to housing type. At TTKC, we believe that we must look at caregiving challenges more broadly and emphatically to identify children who need help. We are not recruiting old mother Hubbard to dispense tea and biscuits with a kindly word, we are recruiting people to work with and care for some of the most traumatised vulnerable high needs children in the UK, pretty much 24 hours a day 365 days of the year. It is often suggested, by those resistant to change, that educating foster carers to a higher standard would somehow detract from, or change the concept of, the loving fostering family home. Speaking from front-line first-hand experience I can categorically tell you that is not true. It will simply lead foster carers who are better equipped to work with the abuse, neglect, separation and loss our children and young people have suffered, to be better trained to understand the effects of trauma and help children heal and thrive. These are actually the foundations you need in place before you are able to build that stable loving family home, not the other way round. Perhaps then we will see less damage down the road and fewer care leavers living out their lives amongst the homeless. #fostercare #betteroutcomes

The Staying Put initiative is crucial, so why aren't more children in care benefiting from it? I attended the program's launch in London a decade ago, but it has yet to fulfil it's potential. To understand why, we need insights from those on the frontlines of care. Having supported many young people in Staying Put arrangements within our fostering family, I've identified several challenges: 1. Financial Impact: Many foster carers, including myself at the time, rely on fostering income, with 64% being full-time carers. Despite assurances from the former Children's Minister, Edward Timpson, that no carer would be financially disadvantaged by Staying Put, this has not been the case. 2. Premature Independence: Personal Advisers (PAs) often push young people out of care by offering them independence and their own place. While enticing, this option often leads to negative outcomes, with young people abandoned by leaving care teams once they've left foster care. 3. Contract Pressures: Once a young person turns 18, they are treated as 'lodgers,' with fewer restrictions, suddenly they are able to come and go as they please which creates a safeguarding challenge that wouldn't occur in other family settings. 4. Financial Strain: Foster carers are expected to accept housing benefits as payment, and young people may need to contribute to rent, which can further strain the placement.
