Navigating Uncertainty: Arms Control in an Age of Disruptive Technologies As part of my visiting fellowship with RSIS | S. Rajaratnam School of International Studies I attended the Military Transformations Programme Annual Conference. I spoke on a panel on The Future of Outer Space Security. Given every country's reliance on space for so many aspects of life, we all need to care about ensuring space stays secure, safe, and sustainable. That is a challenge in an age of disruptive technologies though. Despite the numerous other challenges, space security should be given more priority, not just by the major space faring states, but also by the emerging ones and small states. #USSPACECOM held the Space Cooperation Board in Colorado Springs, uniting leaders to advance Space Security Cooperation. This year's outcomes will guide allied and partner integration, shaping the future of collaboration across the enterprise. New this year, the SCB was co-chaired by the USSPACECOM Strategy, Plans, and Policy Directorate, the Office of the Assistant Secretary of Defense for Space Policy, and the USSF Assistant Chief of Space Operations for Future Concepts and Partnership.

In testimony to the Senate Armed Services subcommittee, U.S. defense officials stressed the importance of increased investment in space capabilities to retain #SpaceDominance. John D. Hill and Gen. Michael A. Guetlein warned of growing threats from China and Russia, prompting the Pentagon to allocate $33.7 billion in its 2025 budget for space programs. Key priorities include #SatelliteCommunications, #MissileWarningSystems, and collaboration with allies. Moreover, the integration of #CommercialSpaceTechnologies is critical to strengthening the nation's defense architecture, ensuring resilience and #NationalSecurity against emerging #counterspace threats. The outgoing Secretary of the Air Force, Frank Kendall, outlined his vision for the USAF and US Space Force when it comes to dominating space affairs. Agree that the years up to 2050 will feature increasing competition between the US and China over who dominates space affairs. However, what Kendell misses is the true role played by the US Navy in dominating space affairs from a terrestrial perspective. He is unaware of the Deep Space fleets operated by the Navy called Solar Warden/Radiant Guardian that are currently outside of the purview of the Space Force. By 2050, the present US Space Force that is located in the Dept of the Air Force will have evolved into a Dept of the Space Force that will incorporate, and likely be dominated, by Naval space assets that are far more advanced than Air Force/Space Force assets. China has launched the People’s Liberation Army Information Support Force (ISF), replacing the Strategic Support Force that previously commanded space forces. This reorganization emphasizes information warfare, integrating space, cyber, electronic, and psychological operations, reflecting a shift towards prioritizing these capabilities. The U.S. must recognize the evolving landscape where space is not just a frontier for exploration but a critical battlefield. With China expanding its satellite reconnaissance and planning massive communication networks through mega-constellations, space technology is certainly central to modern military strategy and national security. Space innovation is not just about maintaining competitiveness; it's about safeguarding security in an era where information dominance can decide the outcomes of conflicts. The U.S. must enhance its space capabilities to protect its assets and counter potential threats effectively.
