Explorer Transition Minerals is focused on developing and advancing a portfolio of high-tech and strategic critical metals projects to support the green economy, energy storage markets, and global decarbonisation. Australia’s Northern Territory has shot up the ranks of worldwide investment attractiveness based on the latest Fraser Institute annual survey of mining companies. Sitting sixth overall, the survey demonstrates the positive growth in exploration and mining that Australia’s ‘top end’ has experienced concurrently with the release of the country’s significant investment into developing the critical minerals industry. Lincoln Minerals Ltd Unveils Staged Development Strategy for Kookaburra Graphite Project (ASX: LML) CEO Jonathon Trewartha stated, “Lincoln’s Kookaburra Graphite Project is unique in Australia, in that it benefits from extremely high-grade graphite at surface, requiring no pre-strip, thanks to an orebody which literally sticks out of the ground. Hey First Nations!! Critical minerals exploration and mining is likely to occur in many nations, as there are over 450 critical minerals deposits across Australia. The Australian government’s Critical Minerals Strategy commits to 'First Nations engagement and benefit sharing, to strengthen engagement and partnership with First Nations people and communities, and to improve equity and investment opportunities for First Nations interests’. (The critical minerals strategies of governments in the Northern Territory, Western Australia and Queensland also commit to partnering with local and First Nations communities, and benefit sharing.) Federal Resources minister Madeleine King told Australian Mining that more than 60% of national resources projects operate on land covered by a Native Title claim or determination, that on-going partnerships with First Nations peoples are essential for the mining and resources sector’s sustainability, and that First Nations landholders and communities are core partners in mining. “They have not always been, but now and into the future they always will be." We look forward to these significant First Nations partnerships, equity and ownership arrangements going forward in the critical minerals sector, obviously coupled with early engagement, transparent information, ongoing free prior and informed consent (FPIC), participation and inclusion, and a seat at the table. The Federal Minister's announcement this week of $840 million for the Nolans project in the Northern Territory, operated and managed by Arafura Rare Earths Limited , and the $230m loan commitment for West Australian lithium producer Liontown Resources Limited, is a key opportunity for government and industry to develop the gold-star template for the sector, demonstrating a solid benchmark for what meaningful early engagement, FPIC, rock-star agreement making, and solid equitable partnerships with First Nations looks like in Australia. Evion Group (ASX:EVG) has laid out a regulatory pathway to secure mining permits for its Maniry Graphite Project in Madagascar and European Union (EU) funding to develop the project under the Critical Raw Materials Act. Madagascar adopted a new mining code late last year, which includes provisions for granting development and production licences for compliant graphite projects. More recently, the Mines Ministry of Madagascar issued the licensing body, the Bureau du Cadastre Minier (BCMM) a directive to begin awarding or upgrading permits to allow for the construction and development of mining operations. EVG was also invited to apply for project development funding support under the EU’s Critical Raw Materials Act, highlighting graphite’s importance as a critical mineral vital to the energy transition.
