In today's Chicago Tribune, columnist Clarence Page highlights the importance of addressing the intentionally segregationist policy of separating neighborhoods by massive expressway construction in the 1950s and 1960s. Last week's announcement of a award of $2 million to help studying how to reconnect fragmented neighborhoods could be a first step in creating solutions. This is clearly a very small but still important step on addressing these open and visible wounds in our city. On the South Side the Dan Ryan Expressway separates Bronzeville from Bridgeport, on the West Side the Eisenhower separates multiple neighborhoods and even downtown, the Loop and Fulton Market are geographically split by a massive freeway barrier. For decades, there have been discussions of how to address this issue without any action, including capping the freeway for multiple blocks to create public park spaces and enable more pedestrian friendly connectivity. Maybe now it's finally the time to not making little plans but to think big and bold. It is time.

Pittsburgh: The City of Bridges Affectionately known as the “City of Bridges,” Pittsburgh boasts 446 bridges. Long before the majestic bridges soared above the Three Rivers, Pittsburgh was a rugged terrain of deep valleys, creeks, and rivers, isolating many of the city’s residents. When the first European settlers arrived in the 1700s, they had to cross streams and climb steep hillsides just to travel around the region. To overcome these challenges, the settlers built wooden bridges to connect newly constructed roadways and span the rivers and valleys. Chandler is now another example, like California's recent action, where cities are seeing a need to expedite and facilitate adaptive re-use of existing buildings, particularly office buildings, preferably into residential buildings. California and Chandler are not alone in this drive. This drive acknowledges the need for housing, the availability of under-used buildings, and the cost savings in using existing infrastructure, with the bonus of bringing life back into these city centers. But this is only one step in the process. Building code revisions also need to be made to more easily facilitate, not only the re-use of buildings, but possibly new buildings that would be feasible on a single urban lot. Change of use code regulations push existing buildings to conformance to new codes. While the intent is good, practicality requires more flexibility. Adoption of single stair buildings to replace some of these existing buildings, that would be more expensive to renovate, and be less safe, is one option. There are other options to allow these areas to become centers of life and address the need for housing. Creativity in processes and building codes is a must. Together we can make feasible and safe places for people to live.

Early cities grew because of quality transit corridors. Let's bring that back, along with clean electrified buses. Indiana's state legislature is trying to ban bus lane projects with SB52, and that's just wrong headed. Excellent examples of how to reconnect cities and undo the problems of the past.

Reknitting communities that have been divided by infrastructure is not just about removing or capping a highway. To ultimately be successful, this work requires an intentional focus not just on physical infrastructure, but on social outcomes — efforts that demonstrate tangible improvements to people’s lives. This includes projects that create places and programs that connect people and neighborhoods to each other, and rebuild the critical civic infrastructure destroyed when highways were built. Tomorrow: Research Triangle Park (RTP) South Rezoning Meeting, 5:30 – 7:00 PM 12 Davis Dr, Research Triangle Park, NC 27709 The Durham City-County Planning Department is leading a zoning map change of a 458-acre area known as RTP South, located south of the HUB RTP between NC Highway 54, Davis Drive, Hopson Road, and South Miami Boulevard. The purpose of the zoning change is to encourage transit-oriented development; support future publicly-funded multimodal projects (like bus rapid transit, passenger rail, or bicycle and pedestrian improvements); and promote equitable development using the affordable housing density bonus. Case Study #24 clearly shows how retrofitting streets designed around the free flow of cars to be more walkable can attract healthy, affordable, and attractive development in disinvested neighborhoods. And, it can start simply by retrofitting an intersection.

The 24th post in my "32 days of Case Studies in Retrofitting Suburbia" project. Case Study II.24: South Dakota Avenue and Riggs Road, Fort Totten, Washington, DC, USA Many communities have underused publicly owned land that can and should be put to better use. Overly large intersections are a good place to look, as in the example where South Dakota Avenue crosses Riggs Road in the northeast periphery of Washington, DC, near the Fort Totten Metro Station. The intersection was reconstructed, liberating acres of wasted city-owned land and made it useable for infill buildings not far from transit. Two major new mixed-use developments in the neighborhood followed: Fort Totten Square and the Modern at ArtPlace. Each includes a community benefits package negotiated with the Lamond-Riggs Citizens Association (LRCA) to include major public space improvements, as well as an array of small grants and scholarships. The gradual changes, catalyzed by the transformation of a key intersection, promise new life for existing residents, especially older Black residents who stuck it out through difficult decades, and ample opportunities for new residents to arrive, thrive, and put down anchoring roots.
