Since the 2017 Grenfell Tower tragedy, fire safety issues from unsafe cladding have raised major concerns across the UK. In response, the Welsh Government set up the Leaseholder Support Scheme with the Development Bank of Wales, providing financial relief for Welsh leaseholders facing costs due to faulty cladding and fire safety repairs. Running until June 2025, this scheme offers free, impartial advice and guidance from independent financial advisors to help leaseholders understand their best options. Eligible leaseholders must: 🔵 Own a property over 11 meters high with fire safety issues 🔵 Have fire safety issues impacting service charges or valuations 🔵 Meet hardship criteria set by the Social Metrics Commission and ONS For leaseholders not in financial hardship, the scheme may still be able to help you. That's the question we pondered over more than a few cups of coffee this morning during a lively and engaging round table conversation with senior members of the house building industry in Yorkshire. Thanks to Alison Ogley, Emma Conwell and the Freeths team for inviting Andrew Moseley and I to jointly host the discussion. I think it's fair to say that whilst the renewed focus on housing delivery is welcome, the industry would welcome positive dialogue with local authorities regarding the application of the guidance, in order to avoid a return to planning by appeal. Grey belt and the vision-led approach to highways planning aside, its clear that most authorities in our region will require some form of short term review of their plans. A positive approach to overproviding for development to prevent the withdrawal of unviable sites from derailing emerging Local Plans could be one option...but will anyone be so bold? The Central Lancashire Strategic Planning Joint Advisory Committee met last Thursday, with part of the discussion being the joint Local Plan. Officers confirmed that they will need to plan for more housing than the current standard method (944dpa) in acknowledgement that the proposed standard method has almost doubled their collective requirement at c. 1809 homes per year. With Preston and South Ribble being impacted the most with uplifts of 393dpa and 377dpa respectively. However, Officers also confirmed that they are proceeding according to the current LDS which suggests pre-submission version of the plan by the end of 2024, Regulation 19 consultation between February and March 2025 and adoption by the end of 2026. Therefore, this would suggest that whilst they may increase housing numbers in recognition of the proposed standard method, they will do so in a way that would ensure the Plan benefits from the transitional arrangements in the revised NPPF - i.e., by ensuring each LPA figure is no more than 200 dwellings below the proposed standard method figure.
