  • Registration is open 📢 The 2025 EUA Annual Conference will be hosted by Latvijas Universitate in Riga from 10-11 April. Entitled ‘𝐂𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐧𝐠 𝐭𝐡𝐞 𝐝𝐨𝐭𝐬 𝐨𝐧 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐚𝐧𝐝 𝐫𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞’, #EUA2025AC will explore what sustainability means from the point of view of funding, digitalisation, academic careers and university leadership.     How many times have you written or read the magical LinkedIn sentence: ✨“I have participated in a truly insightful discussion”✨? And how many of those times was it really true? Today, that was the case - an exchange that genuinely stood out in one of the meeting rooms on the 3rd floor of the European Parliament. 💡The first meeting of the Widening Task Force —a timely and forward-thinking initiative led by Eszter Lakos ahead of the upcoming #FP10 proposal, with a strong support from the #ITRE Chair, Mr Borys Budka. What were the key points of the discussion? 🟣 The Role and Positioning of #Widening o How should it be positioned within the next framework programme? Should it be closely linked to the European Research Area (#ERA), mainstreamed, included across all pillars, or treated as a distinct entity? o Do we need Widening at all, or should we rethink the approach to ensure excellent researchers, wherever they are, have better access to the programme? 🔵 Entry Point for Collaboration o Should Widening be an entry point for collaborative projects, serving as a gateway to broader programme participation? 🟢 Positive Discrimination o Is there a case for positive discrimination to foster inclusivity? 🟡 Cohesion Policy and Structural Change o How can we best leverage cohesion policy to support structural changes and build research capacity? 🟠Identifying Real Obstacles o What are the real barriers researchers face, and how can we address them? Can we have a reliable and qualitative data? 🔴 Reassessing Criteria o GDP alone does not reflect the real needs and conditions of different regions and countries. What criteria should guide Widening support? ⚫ Simplification and Harmonization o How can we simplify processes, such as harmonizing funding rules, adopting common participation guidelines, and reducing audit complexity? o Should we raise the error margins to encourage innovation? ⚪Rethinking Instruments o Should the number of w. instruments be reduced, keeping only those proven effective? Our exchange also touched on a broader question: How much is the Framework Programme truly about research today? With an increasing focus on innovation and competitiveness, we must strike the right balance. What’s clear is that excellence exists across all parts of our continent, and we need to work together to unlock its full potential. Today’s discussion was a step in the right direction.     Busy days on the #AI front. Apart from running after news like #StarGate and #DeepSeek, I had great discussions on panels at SwissCore and Euractiv events on a ‘CERN for AI’. My main take-aways: 🔬 #Research is possibly the most disruptive use case for #ArtificialIntelligence 💶  The #EU must take this seriously and support the application of #AI4Science – no pooling, double-tagging or leveraging, new money is needed. 🛞  Focus on application of AI in research across Europe – avoid making an ivory tower. More decentral than central (hub and spokes, distributed institute – let’s be creative) 👩🔬 With demographics, geopolitics, strict immigration and challenging research careers all not in Europe’s favour, stars are not aligned for attracting and retaining AI talent 🔢 If the EU #DataStrategy works, this might be our strongest card.   • Today, the European Commission published "A Competitiveness Compass for the EU". 🧭 Presented by the European Commission President Ursula von der Leyen and Executive Vice-President Stéphane Séjourné, the document sets the agenda for EU initiatives in and beyond #research, #education and #innovation for the coming years. “Coordination, coordination, coordination,” said Ursula von der Leyen at the presentation of the Compass. The Commission’s ambitions are high, as is its desire to steer strategic projects. The #CompetitivenessCompass sets the direction for Europe’s competitiveness, but this must be done in systematic and close cooperation with all stakeholders. Universities are ready to fully take part in this, together with other sectors. What should 𝑡ℎ𝑒 ℎ𝑖𝑔ℎ𝑒𝑟 𝑒𝑑𝑢𝑐𝑎𝑡𝑖𝑜𝑛 𝑎𝑛𝑑 𝑟𝑒𝑠𝑒𝑎𝑟𝑐ℎ 𝑠𝑒𝑐𝑡𝑜𝑟 keep an eye out for? 👀 ➡️ 𝐌𝐨𝐫𝐞 𝐢𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭𝐬 𝐢𝐧 𝐫𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐚𝐧𝐝 𝐢𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 – 𝐛𝐮𝐭 𝐰𝐢𝐭𝐡 𝐬𝐭𝐫𝐢𝐧𝐠𝐬 𝐚𝐭𝐭𝐚𝐜𝐡𝐞𝐝 Innovation is a key pillar of the Competitiveness Compass, the Commission will present a #EuropeanResearchArea Act to strengthen R&D investment and bring it up to the 3% GDP target. There will also be more focus on strategic priorities, the alignment of EU and member states’ funding priorities will be reinforced and the circulation of knowledge and talent across Europe will be fostered - a link to the “fifth freedom” dedicated to the free movement of research, innovation, knowledge and education. Not least, the Commission will prepare a #CompetitivenessFund to ensure that EU funding for innovation and research has a tangible impact. Moreover, the document states that "the European Research Council (ERC) and the European Innovation Council need to operate in their respective domains along the same strategic interests and cooperate more closely to achieve results." While the proposal to reinforce cooperation between the two Councils is welcome, more alignment on “strategic interests” would undermine the bottom-up approach to research and innovation. Bottom-up basic research is the strength of the ERC and should be safeguarded! Likewise, the bottom-up nature of the EIC Pathfinder and Transition schemes must be preserved, as it is precisely this openness to all fields that drives truly groundbreaking innovations. ➡️ 𝐀 𝐔𝐧𝐢𝐨𝐧 𝐨𝐟 𝐒𝐤𝐢𝐥𝐥𝐬 The Commission will present an initiative to build a #UnionOfSkills to overcome gaps in the labour market. It will focus on investment, adult and lifelong learning, skill retention, qualified migration and the recognition of different types of training to enable people to work across the EU. The EU should use its strength in cooperation across borders for lifelong learning. Previously, EUA has called on European and national policy makers to make a substantial leap forward in supporting transnational university cooperation as a unique feature of the European university landscape (https://bit.ly/4he5jr4).

  • Today, EUA President Josep M. Garrell and Secretary General Amanda Crowfoot met with MEP Dr Christian Ehler to discuss on #FP10, future research funding and other related topics. This meeting followed another fruitful discussion held on 27 January alongside other European university networks and MEP Dr Christian Ehler. 🤝 EUA looks forwards to continued and constructive cooperation with MEP Dr Christian Ehler to work towards a strengthened role of universities in shaping the #research and #innovation policy in the upcoming years.

  • In December 2024, the European Commission reported on pilot projects that explored measures aiming to further integrate higher education across Europe, such as the #EuropeanDegree label or a possible European legal statute for #EuropeanUniversities alliances. 𝐵𝑎𝑐𝑘𝑔𝑟𝑜𝑢𝑛𝑑 These projects were launched under the Erasmus+ programme to provide support to the implementation of the 2022 Council of the EU Recommendation on building bridges for effective European higher education cooperation. Their outcomes are now summarised in a ‘Report on the final outcomes of the Erasmus Plus policy experimentation projects: European degree (label) and institutionalised EU cooperation instruments’. 📚 💡 𝐒𝐢𝐱 𝐩𝐫𝐨𝐣𝐞𝐜𝐭𝐬 𝐭𝐞𝐬𝐭𝐞𝐝 𝐚 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐝𝐞𝐠𝐫𝐞𝐞 𝐥𝐚𝐛𝐞𝐥, with participation from 23 EU member states and 140 higher education institutions. The projects identified 𝐦𝐨𝐫𝐞 𝐭𝐡𝐚𝐧 𝟓𝟎 𝐛𝐚𝐫𝐫𝐢𝐞𝐫𝐬 to joint programme delivery, including 𝐫𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲 𝐦𝐢𝐬𝐦𝐚𝐭𝐜𝐡𝐞𝐬 and 𝐚𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐯𝐞 𝐜𝐨𝐦𝐩𝐥𝐞𝐱𝐢𝐭𝐢𝐞𝐬. 🏷️ The European degree (label) aims to simplify the development and recognition of joint degree programmes across EU member states. However, it is still unclear how – and how fast – a voluntary adoption of the European degree will ensure that existing challenges will be overcome. 🤝 💼 In parallel, four projects analysed options for ‘institutionalised cooperation instruments’, exploring the pros and cons of existing legal options, some of which are 𝐚𝐥𝐫𝐞𝐚𝐝𝐲 𝐮𝐬𝐞𝐝 𝐛𝐲 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐢𝐞𝐬 𝐚𝐥𝐥𝐢𝐚𝐧𝐜𝐞𝐬. Cooperation instruments originally developed for other purposes were tested to examine the extent to which they facilitate aspects such as asset sharing, joint hiring and transnational educational activities. The studies broadly conclude that 𝐧𝐨 𝐞𝐱𝐢𝐬𝐭𝐢𝐧𝐠 𝐥𝐞𝐠𝐚𝐥 𝐢𝐧𝐬𝐭𝐫𝐮𝐦𝐞𝐧𝐭 𝐟𝐢𝐭𝐬 𝐭𝐡𝐞 𝐬𝐩𝐞𝐜𝐢𝐟𝐢𝐜𝐢𝐭𝐢𝐞𝐬 𝐨𝐟 𝐢𝐧𝐭𝐞𝐫𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐜𝐨𝐥𝐥𝐚𝐛𝐨𝐫𝐚𝐭𝐢𝐨𝐧 𝐢𝐧 𝐡𝐢𝐠𝐡𝐞𝐫 𝐞𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧.
