📢 Practical guidance on buildings and NDCs coming up! The new round of NDCs is a key opportunity to enhance climate action in the buildings sector. With that in mind, GlobalABC and PEEB are preparing a policy brief with actionable guidance for the revision and enhancement of countries’ NDCs for buildings and construction. Today at the 29th Technology Executive Committee (TEC) Meeting of UNFCCC, Global Alliance for Buildings and Construction (GlobalABC)’s Jonathan Duwyn will present the draft recommendations on behalf of the team, together with PEEB's Willy Alarcon. 87% of countries mention measures for the buildings and construction sector in their NDCs. Nevertheless, few have quantifiable mitigation targets or financing plans and many lack comprehensive, whole-life carbon measures or adaptation. New or updated NDCs must be ambitious, implementable, fundable, and equitable. Our upcoming policy brief breaks down the path to better NDCs in five steps: 1. Identify country circumstances to determine the balance of climate priorities 2. Decide what types of measures are relevant to the country’s building sector, based on the level of maturity 3. Select an appropriate combination of measures to achieve sector climate change goals 4. Put in the necessary enablers to translate the chosen measures into action 5. Buildings are responsible for 38% of energy-related carbon dioxide emissions, and the global building stock is expected to double by 2060. The building sector is a sleeping giant for climate mitigation and adaptation. The Partnership for Energy Efficiency in Buildings (PEEB) aims to transform the building sector by promoting sustainable building design and construction. PEEB combines financing for energy efficiency in large-scale projects with technical assistance through policy advice. PEEB mobilizes innovative financing solutions for large building projects such as hospitals or schools, but also large national green building programmes. PEEB supports its partner countries to make policies, standards and NDCs more ambitious and effective to channel investments towards green buildings. Capacity-building for professionals and decision-makers in the building sector prepares the ground for investments. PEEB is catalysed by the Global Alliance for Buildings and Construction (GlobalABC) and supports the implementation of the GlobalABC roadmap “Towards low GHG and resilient buildings”. The programme was initiated by the governments of France and Germany at COP22 in 2016.

📑 A Step Forward for South-East Asia Regional Cooperations 🤝 The AFD - Agence Française de Développement is happy to announce a new partnership with the ASEAN Centre for Energy (ACE) through the Programme for Energy Efficiency in Buildings (PEEB), enhancing energy efficiency in the ASEAN building sector! In a landmark event, ACE and AFD have signed a grant agreement to launch the ➡ PEEB ASEAN initiative ⬅ This regional initiative under the ASEAN-France Development Partnership aims to: 🌿 Support the transition towards improved energy and environmental performance in the building sector. 💪 Enhance resilience to climate change. 💡 Increase energy efficiency and reduce energy consumption. 📉 This initiative is aligned with ASEAN’s energy efficiency goal of a 32% reduction in energy intensity by 2025, contributing significantly to the global net-zero emission targets. 🌱 🏢 The next Nationally Determined Contribution (NDC) cycle is an opportunity to increase ambition on buildings and climate action. To support the development of better future NDCs, PEEB delved deep in current ones in its "Buildings in the NDCs" report. What do the findings say? 🏃♀️Mitigation is a frontrunner with measures in 80% of NDCs. Yet, quantitative GHG reduction targets fare lower - they appear in only 18% of pledges. 📈 Adaptation already appears in more than half of NDCs. 🏦 More needs to be done on finance: only 16% of NDCs specify financing needs 🎯The next generation of NDCs needs targets on buildings that are more ambitious, measurable, and strongly backed up by finance. Better NDCs lay down the foundation for more effective climate action. 🏗 🔄 GHG emissions occur throughout the building lifecycle. Therefore, strategies to decarbonize the buildings sector need to bring stakeholders across the buildings supply chain together. 📊 Thanks to its multi-player approach, the UN Climate Change Buildings monitoring compendium offers a valuable resource for discussion on GHG emissions monitoring. Partners PEEB, UN Climate Change and BPIE - Buildings Performance Institute Europe conceived it as a practical document: it includes tools and methodologies to monitor and quantify emissions. This year's dialogue of the Sharm el-Sheikh Mitigation Work Programme, May 27-29 in Bonn, offered an opportunity for those stakeholders to exchange on challenges and best practices related to cities, buildings and urban systems.
