Our rail environment stats for April 2023 to March 2024 show the total estimated carbon dioxide equivalent emissions for passenger and freight trains combined was 2,357 kilotonnes. That's an increase of 5% compared with the previous year. Our rail environment statistical release builds on our previous rail emissions releases. We are responsible for ensuring that railway operators comply with health and safety law. We regulate Network Rail’s activities and funding requirements, regulate access to the railway network, license the operators of railway assets and publish rail statistics. We are the competition authority for the railways and we enforce consumer protection law in relation to the railway. We are also responsible for holding to account National Highways and its management of the strategic road network – the motorways and main 'A' roads in England.

We’ve written to Network Rail calling for a renewed performance improvement plan, for its Eastern region. This follows a rise in delays attributed to Network Rail, up from 2.4 million minutes to 3.3 million minutes per year over the past two years, and continuing decline in the punctuality and reliability of freight and passenger services. My thoughts are with the family and friends of the man who sadly lost his life and all those involved in the terrible train collision incident that occurred near to Llanbrynmair, Powys, last night. Office of Rail and Road (ORR) Inspectors are attending the scene of the incident and will work closely with other agencies to establish what has happened.
