    🌍🤝 Uzbekistan’s District Administrators Explored the Best Practices of Public Administration in Bavaria From 30th June to 7th July 2024, in an initiative aimed at enhancing administrative capacities and fostering international collaboration, a delegation of Uzbekistan’s khokims (district administrators) and reps from the Agency for the Development of Public Service under the President of the Republic of Uzbekistan embarked on a study visit to Bavaria, Germany. This trip was supported by the Good Governance Program implemented by GIZ on behalf of Federal Ministry for Economic Cooperation and Development (BMZ), in close cooperation with Hanns Seidel Foundation (HSS) and facilitated by the Embassy of Uzbekistan in Germany. It highlighted more than 20 years of collaboration since the Berlin Agreement on Cooperation between German political foundations and GIZ, promoting citizen-centered reforms and transformative processes in partner countries. The cooperation with HSS shows a commitment to using respective competencies and shared experiences for mutual benefit and sustainable development. At HSS office the delegation participants learned about Germany's public and administrative systems, and discussed educational initiatives in local governance and volunteerism, emphasising their impact on community empowerment. Further they explored district structure and responsibilities, important economic development strategies at the Munich District Administration Office. Meetings in Augsburg focused on interactions b/n Swabia district government, Bavarian district administrations, and the state government, along with economic efforts in Swabia. At the Bavarian State Parliament, its members shared methods for enhancing municipal self-administration and governance effectiveness. Visit to the Chamber of Commerce in Munich and Upper Bavaria initiated discussions on fostering economic collaboration b/n Uzbekistan and Bavaria, and strategies for partnership. In Dinkelscherben, Meitingen, and Fürstenfeldbruck they studied local governance and economic growth initiatives, the role of education and volunteering in community resilience. At the Bavarian School of Management (BVS) in Holshausen, the delegation explored Bavaria's skills development programmes for the administration staff. Amirtemirkhon Musaev, First Deputy Director of the Agency for the Development of Public Services, emphasised the study visit's lasting impact on participants' professional development, based on valuable tools and strategies provided. Uzbekistan's district administrators plan to apply Bavaria's best practices to enhance public services and promote inclusive governance practices. This journey strengthened bilateral ties and enhanced international exchange in advancing public administration and sustainable development principles.     Developing Uzbekistan's Monitoring and Evaluation System for Industrial Policy Success A series of seminars on developing a monitoring and evaluation system for industrial policy in Uzbekistan has started in Tashkent with the support of GIZ Uzbekistan. The first workshop, held on July 1-5, 2024, focused on the «Principles of Monitoring and Evaluation of Industrial Policy in Uzbekistan» and was attended by relevant staff from the Ministry of Economy and Finance, the Ministry of Investment, Industry and Trade, the Institute of Macroeconomic and Regional Studies, and the Centre for Green Economy Projects. The main goal of the workshop was to establish a joint understanding of the principles, approaches and components of monitoring and evaluation of industrial policy implementation through the introduction of the Industrial Policy Quality Improvement Toolkit (EQuIP), complemented by other approaches. The participants learnt in detail about the EQuIP toolkit with particular emphasis on the tool for developing industrial policy and assessing its implementation quality. They formulated a logic of measures for a "green" industrial policy of Uzbekistan and agreed on a work plan to finalise this logic of measures remotely after the training. The training sessions were organised in Tashkent and Kumushkan in the format of lectures and practical exercises in groups. Shakhnoza Berdimuratova, a specialist at the Centre for Green Economy Projects remarked, "It was very useful to participate and analyse the green industrial policy in the context of the transition processes of our country to a green economy. I learnt about the components of monitoring and evaluation of industrial policy and EQuIP tools. We also identified priority areas for the green industrial policy aligned with the national development goals outlined in the Strategy-2030 and mapped out the industrial policy. We anticipate that all planned follow-up workshops will also provide participants with the experience required to develop a competent industrial policy applicable in our future activities". In total, there are three 5-day workshops planned until the end of 2024 followed by individual on-the-job coaching for participants. #gizuzbekistan #greenindustrialisation #greeneconomy

    🔊 From July 6-14, the winners of the "Dual Education Promoters" competition, organized by the project "Support of the Reform and Modernization Process in the Vocational Education System of Uzbekistan" (TexVET), visited Germany and took part in training programs organized by experts. 🟣 Among the participants of the program are representatives from the Ministry of Higher Education, Science and Innovations, the Ministry of Preschool and School Education, the Institute for the Development of Professional Education, the Labor Market Research Institute, vocational schools, and associations like "Uzcharmsanoat" and "Uztextilesanoat". 🏢 On the first day of the trip, the experts met with representatives of EPIZ Global Education Center, the DGB - Deutscher Gewerkschaftsbund (German Trade Union Confederation), and the Berlin Senate, getting closely acquainted with their activities. 👩🎓 Additionally, participants visited the Technical University of Berlin (Technische Universität Berlin) to watch a special presentation on the training of vocational teachers in Germany.     "Global Alliances for Social Protection - Uzbekistan"(GASP) as part of the  global programme "Global Alliances for Social Protection", implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH is pleased to report on a successful strategic meeting with the In-service Training Center (National Agency for social protection under the President of the Republic of Uzbekistan), which took place in Tashkent. This collaboration marks a significant step in our ongoing efforts to support capacity building and sustainable development of social protection system in Uzbekistan. The primary objective was to explore collaborative efforts and joint initiatives on enhancing capacity building for social protection professionals by developing targeted training programs for social workers. This partnership between GASP and the In-service Training Center represents a vital opportunity to enhance professional development and training programs in Uzbekistan. By combining GIZ's international expertise with the In-service training center's local knowledge, we aim to create impactful, sustainable solutions for capacity building in the country.     German Society for International Cooperation to Enhance Involvement in Professional Education in Uzbekistan The Ministry of Higher Education, Science and Innovation held a meeting with Joachim Fritz, the regional director of the German International Cooperation Society (GIZ) in Uzbekistan, Matthias Klingenberg, head of the project "Supporting the Process of Reform and Modernization of the Professional Education System in Uzbekistan," and Elena Sabirova, the project expert.     🌍✨ Enhancing Public Services: Bridging Government and Society The Good Governance Program implemented by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) jointly with ‘Yuksalish’ Movement in Uzbekistan organized roundtables under the slogan "Public Services for All" in Samarkand and Fergana. NGOs, civil society organisations, as well as Public Service Centers, members of the Kengash (Council) of people’s deputies, representatives of the Ministry of Justice from Samarkand, and the Agency for Public Services under the Ministry of Justice of the Republic of Uzbekistan, representatives of Mahalla Committees, representatives of Regional Hokimiyat (Administrations) from Ferghana and others participated at the meetings. The discussions were focused on enhancing access to public services for vulnerable groups like people with disabilities and women, proposing solutions for improvement. Uzbekistan is dedicated to eliminating bureaucratic hurdles and enhancing electronic service accessibility. The Ministry of Justice of the Republic of Uzbekistan leads efforts in digitalising public services with a citizen-centric approach, expanding online capabilities and streamlining document management. Key outcomes from the roundtables included a 2024 report on the quality of public services in Samarkand and Fergana regions, alongside recommendations from NGOs and civil societies on awareness-raising, accessibility improvements for Public Service Centers, and project development to streamline service delivery. These recommendations will guide a competition of ideas among NGOs and civil society organisations, supported by GIZ on behalf of the German government to fund innovative projects, fostering inclusive public services in Uzbekistan.     GIZ supports the development of practice-oriented professional education in Central Asia In Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, final seminars are held where national experts from universities, professional educational institutions and industry associations present the developed programmes: 🖥- Blended "Master of Professional Pedagogy" programme for on-the-job advance training for TVET teachers 📚- Cooperative (dual) Bachelor's programme in the field of logistics 🚛- Dual VET training programme in the field of logistics ♻️- Short term courses on green logistics and organic food technologies. On July 9, representatives from the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, educational institutions, and the private sector reviewed the programmes and discussed lessons learned and future activities. This included plans to scale up the programmes and promote successful practices in cooperative higher education and dual professional education. The participants emphasized that the continued success of these programmes depends on close cooperation between education and business, as well as the ongoing exchange of experiences with colleagues from other Central Asian countries. The series of national final seminars continues with an event in Almaty and will conclude this week with a seminar in Bishkek.     Uzbekistan advanced its strategic planning with the Draft Decree ‘On the Priority Measures for Implementing the Strategic Planning System’, unveiled at the workshop held in Tashkent. Organised by the Agency for Strategic Reforms under the President of the Republic of Uzbekistan (ASR) and supported by the Good Governance Program, implemented by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the event brought together over 35 participants, including officials from more than 20 ministries, as well as international experts, and strategic planning practitioners. During the event, participants conducted a comprehensive analysis of the foundational steps of the decree necessary for effective strategic planning in Uzbekistan. The seminar also included deliberations on resolving strategic planning issues within the existing legislative framework. Comparative examples from other jurisdictions provided practical solutions and best practices that could be adapted for Uzbekistan. The presentation of the Draft Decree ‘On the Priority Measures for Implementing the Strategic Planning System’ represents an important step in Uzbekistan's development of a robust strategic planning framework. The collaborative efforts of ASR, GIZ, and other stakeholders demonstrate a commitment to improving governance and promoting sustainable development.     🌿 Advancing Sustainable Cotton Farming: Insights from Our Recent Field Workshop🌾 We're excited to share the outcomes of the latest field workshops organised by GIZ Uzbekistan, in cooperation with our expert Dietmar Näser Grüne Brücke. The agenda included crucial soil and plant tests with local agronomists, highlighting the key role of understanding plant and soil metabolism in optimizing #cotton yield. A pivotal moment was our collaboration with Prof. Kushiev from the Laboratory of Experimental Biology at the University of Gulistan, where we organized a field day for practitioners. At their experimental fields, agronomists saw firsthand the impact of #regenerative practices. Through methods like reduced fertilization and efficient irrigation, they achieved a remarkable 75% increase in yield last year.
