About us
The Department of Defense activated U.S. Special Operations Command (USSOCOM) April 16, 1987, at MacDill Air Force Base, Florida. The DoD created the new unified command in response to congressional action in the Goldwater-Nichols Defense Reorganization Act of 1986 and the Nunn-Cohen Amendment to the National Defense Authorization Act of 1987. Congress mandated a new four-star command be activated to prepare Special Operations Forces (SOF) to carry out assigned missions and, if directed by the president or secretary of defense, to plan for and conduct special operations.

NAVSCIATTS recently hosted the U.S. Ambassador to the Oriental Republic of Uruguay at command headquarters located on Nasa Stennis Space Center. Her Excellency Heide B. Fulton, accompanied by Cmdr. Brendan Rok, chief of the U.S. Navy Office of Defense Cooperation at the U.S. Embassy in Montevideo, Uruguay; and Leah Thorstenson, foreign policy advisor with the U.S. Marines Corps. Forces South, received a command brief and toured the facilities, learning about classes offered from staff and instructors. NAVSCIATTS is a security cooperation schoolhouse operating under U.S. Naval Special Warfare Command in support of foreign security assistance and geographic combatant commanders’ theater security cooperation priorities. In addition, Skalski’s time in service makes him the SEAL community’s “Bull Frog,” a title given to their to longest serving active-duty member. “The opportunity to serve here at Naval Postgraduate School is truly a gift and an opportunity,” Skalski said. “There are many challenges ahead … I’ve seen the power of teamwork and resilience during my career. I know that with the talent and dedication in this room and across the NPS campus, we can turn these challenges into opportunities.”"
The Naval Postgraduate School (NPS) welcomed U.S. Navy Capt. Eric Skalski as the institution’s new Dean of Students and Commanding Officer of the Student Military Element during a ceremony, Oct. 10, relieving U.S. Navy Capt. Thor Martinsen, Ph.D., an NPS alumnus and current permanent military professor. Martinsen, a Fulbright scholar and NPS Department of Applied Mathematics associate professor, was asked to step-in as Dean of Students over the last year to fill a critical gap. He will now return to teaching, in addition to his new duties as Associate Provost for Academic Affairs. “For me, it is hard to put into words just how rewarding it is to see our warrior scholar students grow academically,” Martinsen said. “If ever there was a doubt as to how this country will respond to the myriad of challenges we currently face, one need only look to the skill, strength, and motivation of these young leaders to know that we will be alright.” Skalski’s achievements as a Navy SEAL and commander through multiple conflicts over his near 40-year career bring a distinct operational focus to his tenure as NPS Dean of Students.
