Looking forward to the European Transport Conference next week! Rob Catherall and I will be presenting our review of the evidence base underpinning the approach for estimating one of the key wider economic impacts in DfT’s TAG: output change in imperfectly competitive markets (OCICM). Our review explored the following questions: 1️⃣Has concentration increased in the last two decades? 2️⃣How does that impact price-cost margins? 3️⃣What about the current assumptions around cost pass-through and elasticity of demand in the DfT’s evidence base? And fundamentally: does new evidence mean that the OCICM uplift factor should be adjusted? ↕️
We are looking forward to taking part in the European Transport Conference 2024, hosted by Association for European Transport (AET) from 18-20 September. This annual event brings together transport professionals from Europe and beyond, featuring presentations on policy, best practice, and research in the sector. We are particularly pleased to have several of our colleagues participating in the conference. On the Wednesday, Principal Rob Catherall and Consultant Irmeen Maria Khan will present the paper 'A review of the OCICM parameter in the UK's Transport Analysis Guidance' at the Transport Economics Finance and Appraisal stream. Consultant Laila A. will present 'The impact of climate change on aviation demand through its effect on income' at the Aviation stream and Senior Consult Khaldia Al Kasm and Consultant Eduard Cruset will present 'Testing the relationship between engagement and safety culture' at the Rail Policy and Planning stream. On Thursday, Senior Consultant Enrico Russo and Consultant Wiktor Woszczek will present the paper 'Frameworks for evaluating the trade-offs of open access passenger rail services – a comparative assessment' at the Rail Policy and Planning stream. Last week, I had the great opportunity to participate as CER (Community of European Railway and Infrastructure Companies) at the Informal Transport Council of 3 and 4 April, preparing our association's intervention to EU 27 Transport Ministers and providing the sector's perspective for a dedicated session on International Rail Connections. 🛤 Finalising the #RailCapacity Regulation is critical to deliver more capacity and offer flexibility to the sector, also through digital means. 🎫 Ticketing is an issue and the sector is working on it. A balanced approach is needed, where sector solutions #OSDM already provide a solution. 🚅 #Railfreight is at a crossroads. Support is needed to ensure a level playing field with road, and avoid a reverse modal shift. Today, ERFA Secretary-General Conor Feighan participated in a webinar where was unveiled the joint study on the impacts of the proposed amendments to the #WeightsAndDimensions Directive on combined transport and rail freight. The study, commissioned by CER, ERFA, UIC, UIP and UIRR to d-fine, confirmed the #concerns of the rail freight industry. Should the Commission's proposal be enacted without substantial changes, the proposed measures would have disastrous consequences from a socio-economic and sustainability perspectives. On 5 September 2024, the Chair of UIC, Dr Alan Beroud, who also serves as the CEO of Polish State Railways, met with the UIC Board to jointly discuss and define the key directions for the organisation’s development in the coming years. During the meeting, the significance of railways in the international transport system was emphasised, particularly in light of current geopolitical challenges and the growing need to modernise railway infrastructure. The discussion focused on setting priorities that will shape UIC’s activities, including the development of technological innovations, strengthening sustainable development and enhancing operational safety standards. A shared vision was established, which highlights the importance of close regional cooperation and the ongoing pursuit of harmonising international technological and operational standards.
