Exciting Planning Reforms Now in Effect Along with Spatial WA Program!   Embracing Change as Opportunity 🚀 As of March 1, 2024, Western Australia witnesses a groundbreaking shift with major planning reforms aimed at cutting red tape and expediting housing delivery. These nation-leading reforms promise substantial benefits to landowners and applicants annually, ushering in a new era of efficiency and innovation.   Key Highlights: 1.     Revamped Development Assessment Panels (DAPs): Introducing the operational Metro Inner, Metro Outer, and Regional DAPs. 2.     Inauguration of the Significant Development Pathway (SDP): A transformative approach now in action. 3.     Wider Scope for Project Submissions: Projects valued at $20 million or more (Perth metropolitan and Peel region) and $5 million or more (regional areas) can now be submitted to the Western Australian Planning Commission for determination. 4.     Online Application System: A user-friendly online platform for seamless lodgement and application tracking. 5.     Spatial WA Advancements: Anticipate an Advanced Spatial Digital Twin for Western Australia through the Spatial WA program. This streamlined approval process, achieved through legislative and regulatory amendments, paves the way for diverse housing development, addressing barriers and ensuring timely approvals. HARWORTH’S BLUEPRINT FOR GROWTH ✅ We need to refocus our planning system.   Planning is one of the first building blocks of sustainable development. But the system is more time consuming and complex than ever before.   Squeezed local authority resources are slowing down the process, creating major delays. Our Chief Executive Lynda Shillaw hosted a panel on Planning Reform at UKREiiF, a poll taken during that panel showed 93% of the room said we need to put more resources into planning. Uncertainty is deterring private sector investment and preventing regional economic growth. There’s a lack of joined-up thinking in the delivery of strategic infrastructure, housing and employment space. New regulatory requirements are creating complexity for developers, while outdated policies around the Green Belt and undersupply of brownfield land are preventing development from happening at scale. There’s consensus that reform is needed, but what about the specifics? In our Blueprint for Growth – recently launched at UKREiiF – we discuss this further and set out what we see as the solutions, including: 📝 Create a regional planning regime for large-scale regeneration projects – enabling decisions to be taken at a strategic level by elected members and officers 📝 Give mayoral combined authorities more responsibility for spatial planning – this is happening via Greater Manchester Combined Authority Places for Everyone, and Harworth is working closely with local authorities including Bolton Council, Wigan Council, Bury Council and Rochdale Borough Council to deliver sustainable regeneration that supports regional growth 📝 Provide greater flexibility for schemes with transformational opportunity to be approved outside of local plans 📝 Increase resources for planning authorities – and use Planning Performance Agreements (PPAs) for larger schemes to secure dedicated resources Read more in our Blueprint for Growth here: https://lnkd.in/et7DkaYe #planning #growth #regeneration

An interesting blueprint for growth from Harworth Group plc , with one of the key solutions being quicker decision making. To enable this, we needed clearer and more concise guidance, particularly regarding design quality. The format of these, design briefs/codes/guidance whatever the chosen vehicle is, needs to be understandable, useful to both applicant and decision maker, but crucially they need to be cognisant of commercial viability and delivery. This may mean that the authors of the next wave of design guidance may need to reach out wider to gain greater insights from those across the industry. #delivery #placemaking #masterplanning

While I regretted the partisan attacks on the London Plan (London’s planning is, after all, the most functional and intact planning system in the country) I welcomed Michael Gove’s announcement of a Development Corporation for #Cambridge. Why? Since the demise of regional planning in 2010, the city has struggled under a byzantine accumulation of overlapping political structures. Cambridge is the city with the largest travel to work area – an unintended consequence of William Holford’s 1950’s plan to preserve Cambridge in aspic, as the quintessential English university city for 100,000 people. Now a city region of a 100Km diameter, we need to find new ways to plan and deliver resources, water and infrastructure, and to determine where we build and – more importantly, don’t build – for the next century. Our experience in the Lea Valley, and in many other complex regeneration projects, is that the real opportunities lie precisely at the boundaries between boroughs and counties. As the UK's most unequal city, a re-centred plan will help address the lack of social housing and good transport infrastructure and find new landscapes for water, biodiversity and public access. These issues must be the quid pro quo of growth. More on this in the New Year!

The Australian Government has today released the Draft National Urban Policy outlining the Government’s goals and objectives to enable our urban areas to be liveable, equitable, productive, sustainable and resilient. The Policy includes a shared vision for sustainable growth in our cities and suburbs, that has been committed to by all Australian Governments. Transport is fundamental to well-functioning cities and urban areas, and AITPM advocates for integrated transport and land use planning at all levels. The Policy seeks to better integrate an urban lens across policy-making to ensure future Australian Government policies, programs and investment are supporting sustainable growth in urban places, and this is to be facilitated by cross-portfolio engagement on urban policy matters. AITPM believes that transport portfolios are critical to this process.
