Misses a lot by only looking at the procedural tasks. The building regulations process is an implementation of the statutory requirements and legal system in each country. If you want to harmonise then you need to start with looking at the legal system first. You may want to look at the railways TSI as a example. UK is common law and not civil which is most of the EU. In the UK the permitting authority has no liability whereas this is not the case in say Germany. This will have impacts on the procedures. In the UK planning consent is a separate process, under a different statute. Not the case in Germany.
