Last week the BPDA approved a net zero-carbon zoning initiative. The proposal amends the Zoning Code to impose requirements on projects which are also subject to (or elect to comply with) the provisions of Large Project Review; Planned Development Area Review; Institutional Master Plan Review; or Small Project Review and will include the construction of new buildings or structures with a gfa of 20,000 square feet or more; additions to existing buildings with a gfa of 50,000 square feet or more (excluding additions for hospital uses) or new buildings or structures to contain 15 or more housing units. I've attached the final version of the Amendment for those who want to delve a bit deeper into the new requirements. This amendment still needs to be approved by the Zoning Commission, which should happen soon.

How can municipalities encourage reductions in cost and carbon through urban design guidelines? Over the past year and a half we've been working with the City of Toronto planning team on a The Atmospheric Fund (TAF) grant looking how existing urban design guidelines help or hinder lower-carbon buildings. The findings of our study have been translated into the Embodied Carbon Management Toolkit (link below). The Toolkit - co-authored by our collaborators at Mantle Developments - link together some of the key levers municipalities have to drive reductions: Urban Design, Procurement, and the promotion of Circular Construction. The findings have informed proposed amendments to the City of Toronto's Midrise Design Guidelines, and offer insights into the impacts of contemporary Urban Design practices that are common-place across Canada and beyond.
