HR staffing levels can be challenging to understand and determine the right path - as there isn't a one size fits all approach. This SHRM article has interesting information and findings from both their own research and a recent ADP study. They found the “sweet spot” for most employers is between 1.5 and 4.5 HR staff per 100 employees. According to SHRM’s 2022 Human Capital Benchmark Report, the average HR staff to employee ratio is 1.7 per 100.
