The original U.S. Bureau of Mines was established on July 1, 1910, under the Department of the Interior. Its primary mission was to ensure the nation had adequate supplies of nonfuel minerals for national security and other needs. The Bureau’s work included research on the extraction, processing, use, and recycling of nonfuel mineral resources, while minimizing environmental impacts and protecting workers. It also collected and published statistical and economic information on all phases of nonfuel mineral resource development. However, in 1996, during a period of budget cuts, the USBM was closed down, facing significant backlash as critics argued that the nation was downsizing scientific research and funding. Both the American Exploration & Mining Association and the National Mining Association have announced plans to advocate for reviving and expanding the U.S. Bureau of Mines and BIOBY is 100% supportive of their efforts. Agencies like the United States Department of Defense and the U.S. Department of Energy (DOE) of Energy have been supporting various projects across the U.S. targeting critical minerals including Perpetua Resources's Stibnite Gold Project out of Idaho and Talon Metals Corp.'s proposed battery minerals processing facility in North Dakota. Reviving the bureau could offer a cohesive strategy where agencies are fully aligned on their critical minerals policy, covering permitting, research funding, and industry grants. The #energytransition might have launched the public discussion about #criticalminerals, but it will be #nationalsecurity concerns that inject some urgency to act. Canada has the reserves of #nickel #copper #cobalt #lithium and #graphite to be a global #mining powerhouse - but we don’t today produce enough to fill our refineries, let alone to refine more minerals for the incoming #EV factories nor to supply our friends and allies around the world to protect their environments, their economies and their borders. That may change - quickly. And government policy to inject capital to extract, process and recycle critical minerals may become urgent. Global mining companies are facing multiple, overlapping calls from investors, lenders, governments, media, and civil society for greater public disclosure about the safety of tailings facilities. A new paper out today explores the topic and includes the results of a survey of 183 tailings professionals across the world to explore patterns of local-level information disclosure in mining. An interesting and timely paper summarizing an extensive survey of Mining company attitudes (and reluctant communication) toward communities in mine waste management planning, disclosure and in response in the event of a mine tailings failure (disaster). The majority of mining companies are not prepared to, for example, include Indigenous communities in mine project or mine waste management decision making (or meaningful consultation).

Australia’s Resource Minister Madeleine King will visit the U.S. and Canada this week to attend conferences and hold talks on critical minerals, supply chains, and decarbonization.
